Click to edit Master title style Scenarios Introduction The scenarios are different possible ways of creating synergies between networks at Member state level Four main aspects need to be considered: Technical – What technical layers can be shared? Ownership – Who owns it? Financing – Which parties finance what and how? Governance – Who governs what parts and how? The technical perspectives are the first consideration, but influence both ownership, financing and governance, it is important to keep this in mind. 3

Click to edit Master title style Scenarios Technical possibilities - Introduction Three main technical layers have been selected, these form the basis for the technical scenarios, the levels to which technical infrastructure can be shared, creating synergies: Fiber layer sharing scenario Transport layer sharing scenario IP layer sharing scenario These scenarios refer to sharing of dark fiber (what currently is dark fiber – if it is used, it will of course become lit fiber) Let’s take a closer look 5

Click to edit Master title style Scenarios Technical possibilities – Fiber layer The Fiber layer sharing scenario: At a technical level it only extends to the sharing of (dark) fibers. The separation is in this case on physical level: every party has its own wavelength on one shared fiberpair 6

The separation is in this case on electrical level: every party has its own electrical interface on a shared DWDM solution, which are interconnected by a shared fiberpair. 7

The separation is in this case on logical level: every party has its own logical interface on a shared routed network. The different packets are logically separated by tags on every packet. 8

What if some layers are leased and others owned, how does this affect ownership of the network? Is there a need for a separate organization that owns/leases the shared parts and makes these available to the different network owners (centralized ownership)? What are the likely benefits of shared ownership? – Security? – Cost savings? – Reliability? 11

Click to edit Master title style Scenarios Financing possibilities – Discussion The financing aspect of the scenarios includes two different elements: Which parties are responsible for financing what? – Does everyone pay for the shared parts? – If so, how to define the level each network owner has to pay for the shared parts? – If it is centralized, should it be funded centralized and should there be contributions from public administrations? How can this be financed? – Centralized national budget? – Public administration’s own budgets? – Specialised funds and programmes? – Structural funds? 13

The financing model dictates who is involved. The question is how it should be governed and how the different stakeholders at Member State level should be represented 15

Click to edit Master title style Maintaining (Political) Momentum Introduction There are potential advantages in Public Administrations using a network with a closed user-group: Security advantages – Sensitive and personal data is/will be exchanged by PA (think of PRISM accessing your personal data) Availability advantages – High availability is needed for public administrations to be able to work Bandwidth advantages? There are also advantages in creating synergies between Network Service Providers and Public Administrations: Cost saving or cost sharing Others? 17
