1 WARFIGHTER-FOCUSED, GLOBALLY RESPONSIVE, FISCALLY RESPONSIBLE SUPPLY CHAIN LEADERSHIP COUNTRY CODE BACKGROUND June 6, 2011 – USD(AT&L) Policy Memo, “Department of Defense Country Code Standard” mandating ISO as the sole country code standard for DOD with an implementation date of September 30,2012. Program Managers shall, at a minimum, ensure complete transition to the digraph (two-character) alpha version ISO by September 30, Program Manager may choose to move directly to the trigraph with support for diagraph. An enterprise mediation service was expected to be available to support the transition period through September 9, 2011 – Approved DLMS Change (ADC) 448 directed changes to DLMS documents with an implementation date of September 30, Impacted changes: DLMS Supplements and Logistics Qualifier 85, Country and Activity Code, MILSTRIP and MAPAD Manuals. ADC 448 directed implementation of the digraph alpha version of ISO in the DLMS, reconsideration of trigraph in May 30, 2012 – The National Geospatial-Intelligence Agency (NGA) formed the Country Code Working Group to provide governance and configuration management for Geopolitical Entities, Names, and Codes (GENC) Standard. GENC Standard aligns with ISO-3166 profile. August 29, 2012 – DLA Logistics Management Standards Office notified the Supply/Finance/MAPAD/DoDAAD PRC members of the delayed implementation of ISO October 2, 2012 – ADC 448B was issued to remove the previously published implementation date from DLMS documents (directed under ADC 448). Other administrative changes were made to MILSTRIP and MAPAD Manuals and Logistics Qualifiers 85, Country and Activity Code.

2 WARFIGHTER-FOCUSED, GLOBALLY RESPONSIVE, FISCALLY RESPONSIBLE SUPPLY CHAIN LEADERSHIP Country Code Working Group (CCWG) Mission The CCWG serves as the community forum where changes to the Geopolitical Entities, Names, and Codes (GENC) Standard are staffed for review, coordination, and approval. The CCWG serves as the forum to coordinate U.S. federal government’s requirements with regards to country codes, to include the Department of Defense, the Intelligence community, and the civil federal agencies. Scope The CCWG is responsible for addressing U.S. Government requirements associated with providing codes for U.S. recognized country level entities and administrative division level entities. Other requirements for names and codes exist, and the CCWG will need to vet and validate these requirements, and decide whether to expand its scope (for such things as bodies of water, non-state entities, alliances), or to coordinate its efforts with other data set owners.

NGA to process the CCWG Charter for signature and then distribute signed copy to CCWG. NGA to revise the Configuration Management Plan and re-submit to CCWG for review and comments. GENC Standard Edition Formal review/coordination period ends on November 9, NGA Standardization Document for GENC Standard GENC Standard Index and XML Schemas Prototype GENC Registry - Once the GENC Standard has been approved and is published, the GENC Registry will hold the authoritative GENC content. Expected delivery date is in November (date to be announced).  Prototype GENC Registry Site -  Official GENC Registry Site - Next CCWG meeting is scheduled for November 14, 2012.

Allowed for implementation of either ISO digraph or trigraph Indicated preference toward trigraph but allowed for mediation through 2020 New USD(AT&L) Policy Memo being drafted to slip the mandatory implementation date from September 30, 2012 till late However, the draft also mandated implementation of trigraph only Both DLMSO and USTRANSCOM expressed similar objections to OSD action officer. No valid business case for trigraph over digraph Expense to DoD could rival Y2K with no benefits OSD action officer revising draft policy issuance, awaiting new draft.
