The ‘New New’ Ofsted Framework

Aims Outline the framework Look at the information inspectors use Consider the implications of judgements

September 2012 Schedule

Inspection 2012 Inspections report on the ‘quality of education provided by the school’ and must give priority to: The achievement of pupils at the school The quality of teaching in the school The behaviour and safety of pupils at the school The quality of leadership and management in the school Spiritual, moral, social and cultural development A judgement of overall effectiveness

Important changes from previous schedule One day notice No ‘satisfactory’ grade – replaced with ‘requires improvement’ Grade 3 is ‘not good’ Only 5 key judgements New self evaluation Focus on literacy Much more demanding grades for teaching Use of anonymised PM records

Summary Overall Effectiveness Achievement Pupils Progress Learning Literacy Numeracy Attainment Closing Gaps Leadership Impact on outcomes Impact on teaching Curriculum Self-evaluation Expectation/ambition Engagement with parents safeguarding Teaching Pupils progress/learning Pupils attitudes Teachers expectations Intervention and support Teaching of literacy and numeracy Assessment Marking/feedback Behaviour Pupils behaviour Pupils attitudes Safety and mutual support School systems Bullying attendance Punctuality Pupils/parents/staff views SMSC

What will they know about you? Previous Inspection Report Parent View The school website Raise Online Any ‘qualifying’ complaint

Hearing a pupil read HMI asked a group of Year 9 pupils to choose and read their best piece of work from their books. He then asked them to find a marking comment on their work which had been helpful, and they had to explain to the HMI, how it had helped them to improve. What evidence can this supply?

Hearing a pupil read Evidence about: Achievement Fluency in reading Competence in writing Oracy Pupils understanding of pride in work (SMSC) Level of challenge in the work Quality of marking Helpfulness of marking Pupils’ understanding of their own progress and achievement Curriculum (breadth, balance, pupils’ interests)

Outcomes Requires improvement Support from HMI visit within 4-6 weeks School has to produce an adequate plan to address the issues Up to 4 HMI days Re-inspection within two years

Outcomes Serious Weakness School and LA produce an appropriate action plan within 10 days of receiving the report School supported by linked HMI First visit in 4-6 weeks Up to 4 HMI days Two further monitoring visits over 18 months then re- inspection Likely to be under pressure to make structural changes If there is no improvement the school will be placed into special measures

Outcomes Special Measures LA to submit a statement and a plan of action to HMCI within 10 days of report School may not be allowed NQTs Up to 5 monitoring visits over 18 months If the HMI considers the school has made sufficient progress the school can be moved out of SM Full re-inspection after 18 months If there is insufficient progress the Secretary of State may ask the LA to consider the options open to it – sponsored academy, or new sponsor.
