Acquisition, Technology and Logistics Legacy The Early Years: –In 1990, Congress passed legislation establishing the Legacy Resource Management Program to provide financial assistance to DoD efforts to preserve our natural and cultural heritage. The program assists DoD in protecting and enhancing resources while supporting military readiness. –FY91 first round of Legacy funding –FY91-FY96 projects managed by Service HQ –Thousands of funded projects, thousands of completed reports

Acquisition, Technology and Logistics Legislative revision, Legislation (implemented in 1997 National Defense Authorization Act) specifies that eligible projects must: –have regional or Department of Defense-wide significance and involve more than one military department –be necessary to meet legal requirements or to support military operations –be more effectively managed at the Department of Defense level; and –be projects for which no executive agency has been designated responsible by the Secretary.

Acquisition, Technology and Logistics Application Tips Pre-proposal process: Clearly define the benefit to the military mission. Present a project synopsis that clearly defines the proposed objectives Present an abstract of the proposed project that clearly defines the project in terms of current Legacy Areas of Emphasis and applicable laws and regulations. Clearly indicate regional benefit or DoD-wide significance. Clearly define any potential follow-on work. Please note: Legacy does not guarantee multi-year project funding. Define expected products that will result ONLY from the current proposed effort. Define an itemized budget not to exceed 12 months of labor. Include a letter of support (required for non-DoD applicants only).

Acquisition, Technology and Logistics Application Tips Full Proposal process: Successful proposals are those that have the same qualities of a successful pre-proposal and: Clearly outline the project approach to include planning, execution, and analysis phases. Include a budget that details all expenditures over $1,000. Include a budget that details all travel expenses by number of persons, number of trips, and trip origin and destination. Clearly define what equipment is to be purchased in support of the project (if any) and provide specifications and price of said equipment. Clearly demonstrate a direct military mission benefit.
