BOOK PROPOSAL BASICS Subject of Proposed Book: Outlines of the Law of Eminent Domain in Each of the Fifty States and the District of Columbia Working Title (if any): Compendium of the Eminent Domain Laws of the Fifty States and District of Columbia 1. Describe the scope and purpose of the publication. Is your approach going to be "how to," theory, law/cases, forms and checklists, etc.? Please attach a rough outline. The purpose of this desk book is as a quick reference tool for practitioners in the field of eminent domain. Because eminent domain laws (and particularly procedural law) varies widely from state to state, this book is designed to answer a series of basic substantive and procedural questions that every practitioner would need to know in a given state. It is not meant to be a treatise on the law of eminent domain in each state, nor is it meant to be a scholarly analysis of Constitutional law in the area of eminent domain. Rather, it is a practical guide that a practitioner can consult regularly to answer the types of questions clients and potential clients may have regarding eminent domain proceedings in any given state. This compilation has been a work in progress for several years, and has been posted as an on-line feature at the Committee’s website. We have secured authors for all but 4 of the remaining states (and D.C.), and will be posting nearly a half dozen new outlines in the next couple of weeks. Samples of outlines already posted are attached for review. 2. What is the source of the material for the planned publication (individual author, multi ‐ author, program materials, committee project, etc.)? Each state outline is written by an active eminent domain practitioner in that state. In nearly every instance, the author is also a Committee member.
