Health and Social Care Bill Completed Houses of Parliament The Act will be introduced in April 2009 but fully implemented in April 2010 Chairman has been announced – Baroness Young of Scone who was previously Chief Executive of Environment Agency and the Chief Executive Cynthia Bower previously Chief Executive of NHS West Midlands.

Health and Social care Bill Establishes a new system of health and social care regulation Combines Health Care Commission, Mental Health Commission and CSCI as Care Quality Commission

Health and Social Care Bill; Regulation will set Conditions of Registration The Act requires the Conditions of Registration to be set by regulation and the Care Quality Commission to issue guidance to inform providers how to meet the conditions having consulted with stakeholders and the Department of Health.

National Care Association Care Quality Commission The same conditions will apply to and NHS hospital, an independent hospital and a care home. Proportionality will we believe be spelt out in the guidance. The Bill is an enabling document. The detail will be in the regulation. The Department of Health has consulted about 18 proposed conditions of registration:

National Care Association The proposed conditions are: 1.Making sure people get the care and treatment that meet their needs safely and effectively 2.Safeguarding people when they are vulnerable 3.Managing cleanliness, hygiene and infection control 4.Managing medicines safely Care Quality Commission

Making sure people get the nourishment they need 6.Making sure people get care and treatment in safe, suitable places which support their independence, privacy and personal dignity 7. Using equipment that is safe and suitable for people’s care and treatment and supports people’s independence, privacy and personal dignity. Care Quality Commission
