ADULT SERVICES

2 Who we are We are Scotland’s independent scrutiny and improvement body responsible for: regulation of care and support services (including criminal justice services). This includes registration, inspection, enforcement and investigating complaints. scrutiny of social work services joint inspections, with partners, of services for adults and children.

3 Who we are We regulate and inspect care services for people of all ages We help services improve the quality of care We were established under the Public Services Reform (Scotland) Act 2010 as “SCSWIS” (Inspectors are appointed as Authorised persons under the Act) We operate independently from the Scottish Government but are accountable to it and publicly funded.

4 Vision and Objectives The Care Inspectorate believes that people in Scotland should experience a better quality of life as a result of accessible, excellent services that are designed and delivered to reflect their individual needs and promote their rights.  Provide assurance Contribute to building a rights based, world class care system in Scotland Support people’s understanding of high quality, safe and compassionate care Build capacity in care services Support and inform local and national policy development Perform effectively as a independent scrutiny and improvement body working in partnership with others.

5 What we do We inspect and grade around 13,500 regulated care services used by people of all ages We provide scrutiny of social work services in Scotland’s 32 local authorities With partner bodies, we carry out joint inspections of children’s and adult services on a strategic basis

6 It’s our job to… Provide assurance and protection for people who use services, their families and carers and the wider public Play a key part in improving services for adults and children across Scotland Act as a catalyst for change and innovation Promote and signpost to good practice

8 How we inspect Our inspection plan is agreed by Scottish Ministers
Most inspections are unannounced or short- notice More focus on poorer and high risk services Inspectors use a variety of methods to inspect We follow up inspections with requirements recommendations, areas for improvement and enforcement action if necessary

9 Inspecting We visit every service we inspect and speak with people who experience care and their carers and families We speak with staff and managers privately & in groups Examine what quality of care is being provided Look at the activities and interactions on the day – may use observation tools Examine records and files Ensure people have choices that reflect their needs and promote their rights

10 Inspecting Visits can last a day or multiple days
The number of inspectors can vary We take account of: Health and Social Care Standards Quality Framework for are homes for older people Best practice guidance Other intelligence - Social Work, Police Scotland, Health and Safety Executive, members of the public Recommendations/Requirements we made previously any enforcement actions we have Care Standard Questionnaires Inspection volunteers any complaints against the service

11 Inspecting We also look at complaints
We received 4,696 concerns, investigated over 2,000 and over half were upheld (2017) 26.2% - about general health and welfare – 470 upheld 15.7% – about specific healthcare concerns – 281 upheld 14.9% - about staff or staffing concerns – 267 upheld 13.6% - about communication – 244 upheld 5.7% - about policies and procedures – 103 upheld 5.4% - about choice – 96 upheld

12 Grading 4 quality themes are assessed: quality of care and support
quality of environment quality of staffing quality of management & leadership Still being used for adult services, care at home, housing support, day services Moving to a new Quality Indicator Framework and taking new Health and Social Care Standards into account.

14 Health and Social Care Standards
Implemented 1 April 2018 and apply to NHS, Care services registered with the Care Inspectorate and Health Improvement Scotland They are focused on improving peoples experience of care and support and are based on five outcomes I experience high quality care and support I am fully involved in all decisions about my care and support I have confidence in the people who support me I have confidence in the organisation providing my care and support I experience a high quality environment if the organisation provides the premises

16 Inspections Inspectors can draw advice from a team in-house experts providing professional information and support: dementia, child & adolescent mental health, pharmacy, palliative care, mental health, continence, nutrition, infection prevention & control, tissue viability,

20 After the inspection What happens next

21 Care Inspectorate Receive action plan from the service. We may also:
- ask for additional evidence/information - update risk assessment - review the frequency against the inspection plan. - liaise with relevant agencies. continue to monitor intelligence. Be involved in supporting improvement.

22 What we expect Service should feedback to; - staff residents relatives
A written vision for the service; what, where, who, when and how. Operational development and improvement plan using self-evaluation
