History of Baccalaureate Education in CC System s 1998: CC systems began to grant baccalaureate degrees in response to: increased demand by nontraditional students who are time- and place-bound; increased labor market demand in specialized fields (e.g., health care and education); increased demands in specific geographic areas; demands for new kinds of baccalaureate degrees in applied and technical fields; overcrowding on many four-year campuses, with demands exceeding capacity; and limited higher education resources and pressures to reduce costs.

Community College Baccalaureate Assoc. Formed in 1999:  to promote the development and acceptance of the community college baccalaureate degree as a means of addressing the national problems of student access, demand, and cost. Mission statement:  to promote better access to the baccalaureate degree on community college campuses.  to serve as a resource for information on various models for accomplishing this purpose. CC Interdisciplinary Major Preparation Articulation Committee Project (IMPAC) CC Chancellor $1.75 million dollar grant Purpose: All CC, CSU, UC disciplines meet to discuss articulation agreements for CC transfer students. Nursing Discipline met to discuss feasibility of transfer agreements between CC and CSU students for BSN degree. Conclusion: CSU unable to accommodate 5,000 CC nursing graduates or transfer students into 17 CSU nursing programs/year.

Affordable Health Care Act Affordable Health Care Act offers health care to all citizens by million persons without health care insurance. 1 in 4 persons (9 million) without health care insurance CA.(pop: 37 million citizens). 300,000 RNs in California, shortfall of 43,000 (50 th in nation of RNs/100,000 population). Preventive Health Care Model calls for more advanced practice RNs at MSN and Doctoral levels.

Nursing Practice Changes 2008: American Assoc. of Colleges of Nursing (AACN):  Recommended offering baccalaureate nursing degrees in the CC systems IOM Report:  Nurses should achieve higher levels of education and training through an improved education system that promotes a seamless academic progression from associate nursing degree to the doctorate.  Recommends more master and doctoral prepared nurses t o meet the nursing demands as the health care system transitions to a preventive model Carnegie Report:  Recommends increase in the number of Bachelor of Science in Nursing (BSN) programs. 2010: All national nursing associations support the need for more BSN graduates.

Impact on California Nursing Workforce 2010 BRN census: 300,000 RNs in California  2008: CA: 542 RNs /100,000) U.S.: 780/100, CA Census projected: 40 million citizens 2015 RN shortage: 80,000 RNs 2010 RN graduates = 11, 512 RNs Estimate need: 14,000 new RN graduates/year Increase need for MSN and doctoral prepared RNs. Increase need for more BSN nurses eligible for graduate study HRSA estimate: one million RNs retire

Implications for California Nursing Education Most pressing nursing education needs: Access to baccalaureate education Access to masters and doctoral education Solutions: Access to BSN degree in 77 CC campuses with ADN programs.  Nursing and GE Faculty are qualified to teach upper division courses  AB 661 Pilot programs in Southern California for 8 years. Access to DNP programs on CC campuses.

AB 661 Community College Districts: Baccalaureate Degree Pilot Program. Introduced by: Assemblyman Marty Block, Chair, Higher Education Committee Bill authorizes the establishment of a baccalaureate program per campus for:  San Diego Community College District,  Grossmont-Cuyamaca Community College District,  San Mateo County Community College Dis t rict Pilot Program is set for 8 years. A report is due on the 7 th year. Increased fees will be charged for upper division coursework.
