6 Why have so many states authorized the community college baccalaureate degrees, or are considering doing so?

7 Community Colleges Increase access to baccalaureate degrees;
Geographically, financially and academically Are flexible and responsive; Are cost-effective; and Are committed to economic and workforce needs.

8 Misconceptions Change in Mission Mission Creep Faculty
Conferring baccalaureate degrees does not make the institution a four year college or university. In most states, it’s a small fraction of total enrollment. Mission Creep The mission is to respond to local community and business needs. Faculty Finding qualified faculty always a challenge, but we have a different business model.

Quality Faculty trained at same universities who are most vocal in opposition. CC NCLEX pass rates equal to University. Lack of Demonstrated Need Response to local workforce and employer needs – technology, manufacturing, health care, etc. Increased Costs No additional state money, many have pledged no increase in tuition.

Introduced bills 2008: SB 1329 Broad authority to confer baccalaureate degrees. : Select applied and technical areas. 2011: HB 4496 (concrete technology, maritime technology, culinary arts, energy production technology and nursing).

2011: HB 4496 amended to drop the BSN. 2015: SB 98 was introduced. Expand existing authorization to include nursing, ski area management, wastewater treatment, allied health, manufacturing, and information technology. SB 98 was reported out of the Committee but has not been taken up by the full Senate.

13 Strategies for Advocacy
Assess community college interest, support and grit. Determine scope of legislation. Determine where you can compromise, where you won’t. Find the right champion. Test the waters with the Governor, Legislative Leaders. Develop local/community business champions.

14 Final Thoughts If the focus stays on what’s best for students, the CCB always wins. The only real opposition will be from the universities. Be prepared for a very tough battle. This is not a question of “if”, it’s only a question of “when”. This cannot be led by community colleges alone, appears too self-serving. Must have industry advocates.
