OVERVIEW The HPMP is intended to enable the Government to meet its obligations for HCFC phase-out in line with the Montreal Protocol’s control measures. The HPMP is based on a survey assessing the use of HCFCs in the country, and the estimated number of HCFC refrigeration and air-conditioning systems in the country The resulting plan is developed as a single stage approach with several activities in the years 2011 to 2019.

Background Dominica size is 751 square kms with a coast line of 148 kms The population is estimated at 72,500 It is estimated that 98% of all households are connected to the electricity grid The climate of Dominica is classified as “humid tropical marine”, with average temperatures of 27 o C (80 o F)

ODS Legislation/Regulations The Montreal Protocol (Substances that Deplete the Ozone Layer) Act No 14 of 2006 was signed and came into force on 23 rd January, 2007 It does, however, not reflect the accelerated schedule for HCFCs and needs to be amended along with corrections necessitated by any of the recent Amendments. The Ozone Layer Depletion Substances (Control) Regulations, 2006, was signed on September 14, 2010 The regulations are designed to reduce and eliminate ODS & HCFCs national importation/consumption and usage

The highlights of the Regulations Restrictions on Imports and Exports of all ODS including HCFCs, blends and Hydrocarbon refrigerants. Requirement for registration of Importers of all refrigerants, the format to be used and the fee. Applications and Grant of License – requires annual reporting by importer. Quota – annual limits per importer to be published in Gazette, information to be prepared by ECU. Prohibition on Imports – bans import of equipment using Annex A substances from Dec 1, 2005, can order retrofitting by a licensed retrofitter. Retrofitter License – licensees to be gazetted each year.

Cont’d of Highlights of Regulations Labelling standards – importers required to ensure containers are labelled identifying trade name, chemical name and ASHRAE number and/or CAS number and/or UN number. Equipment for local sale – must have label identifying ODS used. Seizure, Detention and Forfeiture of ODS – if imported contrary to regulation Equipment using ODS and not retrofitted as per regulation can be seized, retrofitted and sold or disposed of. Unlabelled ODS or equipment will be seized and disposed of.

HCFC Consumption HCFC-22 constitutes more than 99% of the total consumption of HCFCs. All HCFC-22 is used primarily for servicing of existing systems and occasionally for charging new R&AC systems. It was found that one HCFC blends, Freeze 12 (containing 80% HFC-134a and 20% HCFC-142b); used for MAC applications.

The HCFC consumption data is as follows: BASELINE

The 2010 estimate Three importers have advised that they have placed orders for a total of 7 MT Import of 9.32 Mt of HCFC-22 in 2005 created a large stockpile. As a result 2006 – 2009 imports do not reflect the actual servicing needs in the country. In 2010, there was a shortage of HCFC-22 in the country. Shortages were due to an ongoing housing boom in the country.

Data on Installed Equipment A survey was undertaken to determine HCFC, R-407c, R-410a and R-404a based R&AC systems in the country The data is shown by size of equipment and the estimated total initial charge The population of residential comfort air-conditioning units is estimated It was not possible to do a house to house survey, so the information was based on discussions with technicians who install and service air-conditioners to arrive at a reasonable estimate.

The summarised information is as follows:

HCFC Phase-Out Strategy Overarching Strategy Dominica proposes to include the 35% reduction in 2020 for their first phase strategy It has divided it into two parts – 2011 to 2014 and 2015 to Dominica requests that the funding be release in two tranches – 2011 to 2014 and 2015 to 2019 This will allow for continuity of all the projects by reducing the delay in finalising administrative contracts related to release of funds Annual implementation reports will however be submitted for the first Executive Committee Meeting of each year.

Dominica Commitments Freeze the consumption of HCFCs in 2013 to the agreed baseline figure. Reduce consumption of HCFCs by 10% from 2015 Reduce consumption of HCFCs by 35% from 2020 The overarching strategy will consider the elements 1. Regulatory 2. Technical Capacity Building 3. Technology

Potential impact on the climate With Dominica’s short term strategy ( ) being to encourage imports of new R-407c and R-410a based systems, with retrofits to R407c where possible A close watch will be kept on affordable emerging commercially available environmentally friendly technology and all efforts will be made to introduce them as soon as they are available.
