SHARED EUROPEAN AND NATIONAL STATE OF THE ENVIRONMENT (SENSE) is a project developed by the European Environment Agency (EEA) and EIONET as part of a stepwise implementation of the Shared Environmental Information System (SEIS), with a focus on the online sharing of national and European information on the state and the outlook of the environment. In this context, for State and Outlook of the Environment Report 2010 (SOER 2010) a pilot test was developed, aiming to structure and automate the environmental information of state. In Romania, data providers for (SOER) are the National Environmental Protection Agency (NEPA) and 42 Local Environmental Protection Agencies (LEPAs) at county level, subordinated to NEPA. NEPA developed an Environmental Information Integrated System which proposed to integrate a centralized web portal with specific operational applications for issuing permits and monitoring the environmental factors. The Environmental Integrated System allows a semi- automatic/automatic data results transfer to the external portal for monitoring and validating of the environmental data and for sharing these information via RDF/RSS5. The centralized web portal of NEPA was restructured as well as the websites of the LEPAs. Thus, all the available information from LEPAs websites were integrated under the same structure, with some differences due to the specific activity of each type of authority (national/ local). and all the information of LEPAs are structured in the subdomain ( where xx represents the initials of the county were the agency is located. System Benefits: Interoperability Interoperability – is assured by common elements and data structures which allows to various components of SIM to communicate and exchange data. Common services – common lists of values and services are used throughout various applications and modules to assure the standardization of data collection for common entities, e.g.: economic operators are stored in an unique list and used for integrative purpose across application.
