3 10/10/2008 Environmental Protection Agency Emissions to Air: data inflow 1.Administrative data sources (annual reports, E- PRTR reports, inventories, permits) Content: the data on pollutants emission per year from point sources + very limited information on facilities Data flow:data is collected from enterprises in paper format -> entered into the database by 8 REPDs -> validated and aggregated at national level by EPA DB management system: FoxPro (DOS) DB management system: FoxPro (DOS) Data access: not available for external users

5 10/10/2008 Environmental Protection Agency Emissions to Air: data inflow 2.Annual reports, publications prepared by institutions insubordinate to the MoE (Statistics Lithuania, State Tax Inspectorate, etc.) + survey of enterprises Content:the auxiliary data used to estimate pollutants emission from non-point sources (transport, agriculture, landfills, etc.), critical load, etc. + the additional information about point sources DB management system: Access DB (CollectER software) Data access: not available for external users Limitations:information on point sources covers just a small part of existing enterprises Future steps:integration to ICISEM IS -> Oracle DB -> Internet interface

6 10/10/2008 Environmental Protection Agency Emissions to Air: data outflow MoE:reporting to the EC (DGEnv) via software prepared by the EC or sent in Excel data sheets Reporting framework: NEC Directive (2001/81/EC), Decision on Greenhouse gas monitoring mechanism (280/2004/EC), LCP Directive framework: NEC Directive (2001/81/EC), Decision on Greenhouse gas monitoring mechanism (280/2004/EC), LCP Directive (2001/80/EC), etc. EPA:reporting to the EC (DGEnv) via software prepared by EC, statistical summaries (Excel data sheets) are placed on EPA website Reporting framework: E-PRTR regulation (166/2006)

9 10/10/2008 Environmental Protection Agency Waste: data inflow Limitations:due to complicated and imperfect waste accounting system databases do not have simple answers, i.e. databases user should be at least a waste expert, plus, must be very familiar with problems of the existing data collectionsystem Future steps:improvement of legislation on waste accounting

10 10/10/2008 Environmental Protection Agency Waste: data outflow EPA:reporting to the EC (DGEnv, Eurostat) via Eurostat web portal eDAMIS (electronic Dataflow Administration and Management Information System), statistical summaries (Excel data sheets) are placed on EPA website, not confidential data in the databases are accessible via internet internet for authorized users all data stored in the databases are available Reporting framework: Waste Statistics Regulation, Packaging Directive, WEEE Directive, End of Life Vehicle Directive, etc.
