1 Austrian State of Environment report Process and experience Source: ??????

Content 2 Legal base Process & Organisation Structure & content Specifications of the Austrian SoER Main results

Legal base 3

Mandated institution 4 Austria’s national State of the Environment Report is drafted & published by the Environment Agency Austria (mandated body to conduct environmental control) Every 3 years the Report is - by federal law – to be delivered by the Federal Ministry of Agriculture, Forestry, Environment and Water Management (BMLFUW) to the National Assembly Currently the process of producing the 11 th report has started (around 30 years of environmental control & reporting in Austria)

Approach 5 Rationale: Offer target group a quick and accurate overview on assessments of main developments leading to focused recommendations (concluding chapter) Assessment-approach based on expert judgment based on environmental control activities has to be evidence driven connection to corresponding/underpinning topics the national report has to be indicated (referencing evidence in other chapters) to proof traceability of judgment

Process 6 Phase I: „Storming“ Phase Phase II: „Forming“ Phase Phase III: Performing Phase Phase IV: Transitional Phase

Phase I: „Storming“ Phase 7 Stock taking of previous cycle Constant screening of relevant topics (e.g. supported by issue trackers, megatrends, expert interviews) Delegation of responsibilities (internal Client, Head of Divisions, project manager, chief editor) Teambuilding (Core Team = Editorial Team, chapter responsible Head of departments)

Phase II: „Forming“ Phase 8 Chapter concept (draft outline) Start of Quality Assurance sessions In house

Phase III: Performing Phase 9 draftingQAcopy editingconsultationpublication

Cooperation with different institutions 10 Overall responsibility: Umweltbundesamt Cooperation with data owners favourable: Governments of federal provinces Statistics Austria Energy Agency Austria External consultation with Federal Ministry of Agriculture, Forestry, Environment and Water Management National Reference Centres of EIONET all within Umweltbundesamt (except biocides: Austrian Health Agency)

Editorial Team 11 Each member coordinates several chapters common understanding, style, level of detail, readability

Structure of SOER Austria 12 Same structure for all chapters Environmental Targets (International, EU, National) Situation & Trends (Status of compliance with targets) Analysis (what has to be done, which measures have been taken) Recommendations (to ministries, Federal Goverment, institutions)

Content 13 Sustainable Development Environment & Health Water and Water Management Air Soil Climate protection and climate change Climate change adaptation Agriculture & Forestry Biological diversity and nature protection Noise Waste Management Contaminated Sites Chemicals Energy Industrial Plants Transport Tourism Spatial planning

Austrian SOER vs. EEA SOER 14 EEA SOER: country reports (not included in Austrian SOER) EEA SOER: direct country comparisons (not included in AT) EEA SOER: focus on indicators AT SOER: focus on legal aspects (limit values) AT SOER: focus on chapters on “Comprehensive Assessment and Outlook”, Recommendations

Air quality data 15 Taken from annual air quality reports Selection of data: interaction with editorial team Detailed results: Trend of NO 2 for stations with highest levels PM 10 number of exceedance days Ozone number of exceedance days

Air emission data 16 Taken from emission reporting (IIR, trend reports) Detailed results for NEC pollutants, PM 10, PM 2.5 PM 2.5 emissions NO x emissions other agriculture traffic industry small sources energy other agriculture traffic industry small sources energy

Summary and outlook in SOER 17 Main drivers for observed levels and trends (e.g. NO x from traffic, high share of diesel vehicles) Assessment of implementation and impact of measures Emission scenarios for 2020 and 2030

Recommendations in SOER 18 Better coordination of measures to reduce emissions on national level and to improve local air quality Better coordination with climate change mitigation measures, noise plans Annual evaluation of existing programmes Enforced replacement of old heating stoves Suggestions for measures on EU level
