Highlights ► The PG&E SmartMeter program: ► will deploy a system for automated meter reading – hourly meter reads for electric, and daily meter reads for gas ► includes two separate systems: a power line carrier system for electric and a radio frequency system for gas ► involves an upgrade to both gas and electric meters – approximately 10 Million meters will be upgraded ► will be deployed over a five year period. An initial, paced deployment began in Bakersfield in November, Mass deployment is targeted for September Deployment efforts are scheduled to conclude in late 2011 ► will introduce additional capabilities over time, including outage management and remote connect/disconnect (for a subset of electric customers) ► will enable the introduction of demand-response rates for residential and small business customers as early as summer, 2007

Implications for ESPs ► ESPs will not be able to read SmartMeter gas or electric meters ► Some meters are initially excluded from SmartMeter deployment: ► Current electric DA interval meters (PG&E and 3 rd party) will not be impacted until 2009 ► DA metering rules will not change for electric accounts. Electric ESPs will still have the option to replace a SmartMeter electric meter with a 3 rd party owned meter for accounts >50kW ► Account switching will occur on the bill date, not the meter read date ► EDI file content changes for both gas & electric (814, 867 and 810) ► The largest implication for ESPs at this point and the reason for today’s webcast

SmartMeter Data - EDI 814 (ACK) (Gas & Electric) Changes ► When a SmartMeter gas or electric meter is installed, PG&E: ► Assigns a new SA ID ► New SA IDs will be assigned when a SmartMeter enabled meter is installed ► The DA XREF will remain the same ► Identifies the interval size the meter is registering (i.e , , ) ► Assigns a new rate name - “H” (e.g., HE1, HG1) ► Snapshot reports will be updated with new SA IDs and “H” rate schedule names ► Snapshot reports are provided to ESPs twice a month ► Switch date will occur on the bill date, not the meter read date

SmartMeter Data - EDI 867 (Gas & Electric) Changes ► New daily files with SmartMeter data (gas & electric) ► Daily files named with “DAY” in file extension (gas & electric): ESP DAY.EDI867 ► Gas daily files will contain one 24 hour (1440 minutes) interval ► Electric daily files will contain interval data (15 or 60 minutes, depending on the rate) ► No start or end reads in the daily file ► Monthly files will continue, but usage will be in interval format – no more “reads” (gas & electric) ► No multiplier for gas consumption ► No meter constant for electric

Electric Account Detail – E1 Residential Service For accounts with “SmartMeter billed” status there will be no meter reads displayed on the bill. Usage is calculated to six decimal points vs. five in the current system. SAMPLE BILL
