 State-Aid Distribution will now use annual estimated census data rather than the decennial census data from 2010  Effective for the quarterly distributions beginning in October 2015 through July 2021

 Increased county share of revenue over $5M to 30% from 25%  Changed hub city definition to refer to oil and gas related employment (from mining)  Increased percentages for current hub cities  Potentially adds 6 additional hub cities outside of oil patch  Different amounts paid to hub cities in oil-producing vs. non oil-producing counties:  $375,000 per year for each % of O&G related employment for hub cities in oil-producing counties  $250,000 per year for each % of O&G related employment for hub cities in non oil-producing counties

 Added additional school funding for counties that were allocated more than $5M but less than $30M for FY14.  $1.5M for each county per year allocated based on ADA within the county (excl. hub city schools)  Fixed “> $5M” or “< $5M” county determination to FY 14 rather than determining every year based on previous fiscal year  Removed 25% from SIIF to Legacy requirement  Created new Political Subdivision Allocation Fund for additional O&G distributions  $112M to DOT for distribution to non-oil counties

 Adjustments to prior year oil and gas revenue collections will now be distributed under current distribution formula rather than the formula that was in place when the oil or gas was produced  Simplifies the process as all political sub amounts will be calculated by the Office of State Treasurer

 Section 8 of the bill appropriated $8M to the Office of State Treasurer for township distributions to the 43 non oil-producing counties  $5,000 per township  To be distributed in February 2016  Townships with zero road miles are not eligible

 Increased match funds from 85% of the first mill levied to 87.5%  Changed verbiage on county requirements from amount “levied” to amount “appropriated”  No longer have to specifically levy to qualify for match as long as amounts are appropriated to senior programs

 No change to the distribution  Language was added at the request of the State Auditor’s Office to clarify the current method of distribution
