CARICOM TRAINING PROGRAMME FOR SENIOR OFFICERS

CARICOM A functional CSM requires that all Member States (MS) have administrative systems to effect the protocols and decisions governing the Single Market, particularly in the areas of free movement of goods, capital, services and persons. Achieving this result required to varying degrees, modification of existing systems, drafting and implementation of new laws as well as training of staff and building of capacity in MS.

4 CARICOM This project, funded by CIDA, through a Capacity Development Programme for the Secretariat, facilitated the transfer of knowledge and training from one MS where the required administrative systems and skilled personnel existed to another MS requiring the assistance. Training and transfer of knowledge occurred both in the MS requiring assistance as well as through attachments of the State’s officials to the MS possessing the required administrative procedures.

CARICOM Areas of assistance included establishment of harmonised customs systems among MS and establishment of mechanisms certifying equivalency and accreditation of skilled persons to allow free movement. The capacity building that resulted was pivotal to the successful implementation of the CSM and emphasised the usefulness of such a system for the training and the transfer of knowledge.

CARICOM The Pan Caribbean Partnership for HIV/AIDS (PANCAP) was established in February PANCAP consists of all CARICOM MS, Bermuda, Cayman Islands, Cuba, Puerto Rico, the Dutch and French Caribbean territories, Dominican Republic, Turks & Caicos Islands and US Virgin Islands. Canada, France, Germany, The Netherlands, several regional institutions, Civil Society Organisations (CSOs), and Multilateral Organisations also actively participate in PANCAP.

CARICOM PANCAP’s mandate is: To advocate for HIV/AIDS issues at government and internationally; To advocate the regional response and mobilise both regional and international resources; To increase both human and financial country-level resources, to address the HIV/AIDS epidemic. PANCAP has developed a Regional Strategic Framework in conjunction with its Development Partners and multilateral agencies.

CARICOM In November 2007, PANCAP submitted a proposal to UNAIDS to establish a Caribbean Technical Support Facility, based on the UNAIDS concept of a Technical Support Facility. The PANCAP facility proposed to: Provide timely and quality assured technical assistance in the necessary areas of work; Provide simultaneous national and regional capacity; and Provide a coordinated approach to deliver technical assistance to countries and regional institutions.

CARICOM The facility sought to establish a database of qualified national and regional consultants and intended to use mentoring, South-South Technical Cooperation, bilateral exchanges and training programmes to build government, institutions and Civil Society capacities to effectively respond to the AIDS epidemic in the Caribbea n. The Facility was also designed to include a Technical Assistance Fund to ensure access to the services available and support partners who would not have the capacity to purchase the technical services.

CARICOM The Brazil/CARICOM/PANCAP Technical Cooperation Agreement was signed in April The Plan of Action that resulted from the Agreement identified, in addition to other actions: Strengthening Civil Society Organisations involved in the fight against HIV/AIDS; Strengthening the technical capacity in Intellectual Property Rights of PANCAP countries; Strengthening prevention strategies aimed at young people; Improving Monitoring and Evaluation capacity through attachments of Brazilian Experts.

CARICOM The PANCAP examples illustrate effective use of Aid where projects are funded from a Strategic Framework which has been mutually agreed upon by Partner Countries, Civil Society, Donors and Multilateral Agencies. It also demonstrates the usefulness of a multi- stakeholder governance mechanism. In addition, the model facilitates South-South Cooperation as seen under the Brazil/CARICOM/ PANCAP Agreement.

CARICOM Two further possibilities for expanding South-South Cooperation in the Caribbean are: Exploration of areas of collaboration between Caribbean CSOs and Latin American CSOs; and Exploration of areas of collaboration in ICT4D between Caribbean countries and Latin American countries. In the latter case, some potential areas are: Capacity building of CSOs; Sharing of information and experiences on e-government; Development of ICT4D statistics and Performance Indicators; Sharing of information and expertise on Technological Infrastructure.
