1 United States Army EVM and The Army: An Update Presented By: Keith Samuels

2 EVM within the Army is an evolving process. We are currently undergoing a three phased approach to assess, develop, and implement an effective EVM solution.  Phase I: Internal Assessment –Contract review –Assess EVM oversight at the PEO level –Assess EVM oversight at the PM level  Phase II: Results Analysis & COA Development –Assess the Army EVM implementation –Assess/improve ASA(ALT) Predictive Metrics  Phase III: Implementation & Sustainment –Revised scope and level of oversight –IT solution

Assess/Review/Correct  An assessment of existing capabilities, (both manpower and technology) to fully integrate EVM into the decision making and oversight processes is on-going.  The collection of data at the contractor level and reporting through the Service (Probability of Success and Universal Acquisition Data Display and Entry (UADDE)) and the DoD (Defense Acquisition Management Information Retrieval (DAMIR) and the Central Repository) systems are in review.  We are identifying data discrepancies and reporting errors and instituting corrective actions. 3

Current oversight with EVM  Visibility of EV data is fully integrated into the monthly review of ACAT I programs at the Service level.  Both subjective and objective data are incorporated in the Army’s review process to depict and assess the current state of program execution, identify problem areas, and develop an action plan for program success. 4
