Streamlined Design and Rapid Prototyping –
The expeditious design, development, or modification of one or more systems or subsystems utilizing the quantitative design characteristics of systems engineering to provide the most optimal solution.
Production, Modification, Integration –
Processes of converting raw materials by fabrication into required material for use in development of or modification to one or more systems or subsystems, including the functions of production-scheduling, inspection, quality control (QC), and related processes.

Lifecycle Sustainment
The implementation, management, and oversight of all activities associated with the acquisition, development, maintenance, fielding, sustaining, and disposal of a DoD system. This includes the 12 Defense Acquisition University Integrated Product Support Elements under the major categories of Lifecycle Sustainment Management, Technical Management, and Infrastructure Management. Included in this Core Competency are warehousing of classified controlled, sensitive, hazardous, warranty, shelf life, and serialized property. Additionally, processing requisitions for both MILSTRIP and non-standard requests are included. GOLDesp is the property management system used.

The objective of this contract is to acquire non-personal, global logistics support services and expertise to maintain these services for USSOCOM both within CONUS and OCONUS. (Please note non-personal services and this is a logistics services contract, not for operations type training or execution. Care for the equipment, not deployment or tactical use of the equipment (operator training))
A nonpersonal services contract is a contract under which the personnel providing the services are not subject to the supervision and control usually prevailing in relationships between the government and its employees. Under a non-personal services contract, a contractor dictates its employees’ compensation, benefits and rewards. The government contracts for a required service, specifies the details in a statement of work or task order, and reviews and approves and pays for work products, not individual performance.

Using your own contracting office resources –
Procurement of items – when the procurement is incidental to the sustainment versus procurement and sustainment, or procurement and shipping, or procurement and kitting. The procurement is the overarching objective.
Personal Services - “Will the Government exercise relatively continuous supervision and control over the contractor personnel performing the contract?” It must be noted that simply requiring a specific product or service with the right to reject the finished product or result does not in itself characterize a personal services arrangement.
