ESTONIAN PRISON SERVICE

Tallinn Prison: Remand male and female prisoners, convicted male prisoners, open prison unit -978 prisoners probationers -570 employees

Tartu Prison: Remand male and female prisoners, convicted male prisoners, sex offenders rehabilitation unit, drug rehabilitaion unit, open prison unit -845 prisoners probationers -439 employees

Viru Prison: Remand male and female prisoners, convicted male prisoners; Remand and convicted young offenders; Maximum security unit; Open prison unit; -940 prisoners probationers -462 employees

Harku Prison: Female convicted prisoners; 55 and more years old male prisoners; drug rehabilitation unit for females -180 prisoners -111 employees

Strategical decisions: 1)Big prisons (cost effective, specialised staff) 2)Unit managment system (individualized approach for prisoners, central services ) 3)Probation and prison system are united (managment and treatment on same bases) 4)All young offenders (prisoners and probationers) are managed by Viru prison (managment and treatment on specialised bases)

Estonian Academy of Security Siences College of Justice Professional higher education – Educating future middle and senior level prison officials Vocational education – Training guards and senior guards, whose main task is to supervise the inmates and conduct security and law enforcement protection in the prisons. Continuing education – various courses and trainings for prison officials in while in service for maintaining and improving their professional skills

College of Justice: Curriculums are based on prison service needs. Vocational and higher education are practical. Reports from practical trainings in prisons influence prison administrations, not vice versa Yearly meetings between students and prison service key persons for discussions

Prison officer requirements and possibilities: Estonian language skills on level C1 Physical requirements - Possibility to attend sports clubs for free Special equipment and self defence skills –Obligation to attend traning once in 3 months For new staff members obligation to the college during 1 year For new staff members ABC training on entry Obligatory psychological councelling once in a year

Probation officer and social services worker requirements and possibilities: Higher education on law, social work, psychology or correctional officer. Following trainings during 6 months: -Motivational interview -Risk assessment -1 rehabilitaion program Supervision and co-vision

Development of the probation officer: Community service clients Low and middle treatment need clients High treatment need clientsSupervisior of probation officers

Probation and prison personal officer rescouses Supervision officer –Duties: teaching, supervising, contoling, analysing Rehabilitation programs and topic based councelling team –Specialised staff, more in depth training

Prison service supportive measurements: Councelling board of prison guards Councelling board of probation officers and social service staff Ethical committee Prison service workers voluntary support fund Professional skills competition Sports competitions
