PHMSA Organization Duty—Oversee 2.6 million miles of energy pipelines and close to 1 million daily hazmat shipments. Mission—To protect people and the environment from the risks of hazardous materials transportation. Vision –No harm results from hazardous materials transportation.

NASTTPO Organization MISSON: The National Association of SARA Title III Program Officials (NASTTPO) is made up of members and staff of Local Emergency Planning Committees (LEPCs), Tribal Emergency Response Commissions (TERCS), State Emergency Response Commissions (SERCs) and private industry. NASTTPO’s mission is to serve as advocates of the Emergency Planning and Community Right to Know Act (EPCRA) and to ensure that States have the appropriate provisions to support the act and that first responders across the nation are prepared in the event of chemical release.

Nebraska SERC and HMEP Program The primary focus of the State Emergency Response Commission (SERC) is to coordinate hazardous materials chemical planning through the establishment of a state hazmat program. The SERC designates and oversees the Local Emergency Planning Committees known as LEPCs. We coordinate with State and Federal Environmental Protection Agencies and implement the Emergency Planning and Community Right to Know Act within the State of Nebraska. The SERC serves as the pass-through entity for the US Department of Transportation (USDOT)Hazardous Materials Emergency Planning (HMEP) Grant. HMEP monies are provided to the LEPCs to develop and sustain hazmat plans, train first responders and exercise standard operating guidelines.

Hazardous Materials Instructor Training (HMIT) Grant Program Purpose The purpose of the HMIT Grants Program is to train hazmat instructors who will then train hazmat employees in the proper handling of hazardous materials

Hazardous Materials Instructor Training (HMIT)Grant  Eligibility – Must be a Non-profit Employee Organization that demonstrates:  An expertise in conducting a training program for hazmat employees,  The ability to reach and involve in a training program a target population of hazmat employees.

Hazardous Materials Instructor Training (HMIT) Grant Funding Uses Eligible funding uses for the HMIT grant are:  General awareness/familiarization training  Function-specific training  Safety training  Security awareness training

Supplemental Public Sector Training (SPST) Grant

Supplemental Public Sector Training (SPST) Grant  Purpose – This program provides funding to national non-profit fire service organizations for the purpose of training instructors to conduct hazmat response training programs for individuals with a statutory responsibility to respond to respond to hazmat accidents and incidents.

Supplemental Public Sector Training (SPST) Grant  Eligibility– Must be a National non-profit Fire Service Organization that:  Identifies regions or locations in which fire departments or other organizations which provide emergency response to hazardous materials transportation accidents and incidents are in need of hazardous materials training.  Prioritizes such needs and develop a means for identifying additional specific training needs.  Ensures emergency responders who receive training under the grant will have the ability to protect nearby persons, property, and the environment from the effects of accidents and incidents involving transportation in accordance with existing regulations of the NFPA 472 standard for competence or responders to accidents and incidents involving hazmat.

Supplemental Public Sector Training (SPST) Grant Funding Uses Eligible funding uses for the SPST grant are:  Training instructors to conduct hazmat response training programs.  Equipment necessary to conduct training programs.  Supplies and materials necessary to conduct training programs

Hazardous Materials Emergency Preparedness (HMEP) Grant Program Purpose To increase State, Territorial, Tribal, and local effectiveness in safely and efficiently handling hazardous materials accidents and incidents and to encourage a comprehensive approach to emergency training and planning by incorporating the unique challenges of responses to transportation situations

Hazardous Materials Emergency Preparedness (HMEP) Grant The HMEP grant provides 2 funding areas: Planning Training $8,150,000 statutory ceiling $13,650,000 statutory floor TOTAL— $21.8M

Hazardous Materials Emergency Preparedness (HMEP) Planning Grant 49 U.S.C. 5116(a)- Planning Grants  Purpose – To develop, improve, and carry out emergency plans under the Emergency Planning and Community Right-To-Know Act of 1986 (EPCRA)

Hazardous Materials Emergency Preparedness (HMEP) Planning Grant  Eligibility – Must be a State, Territory or Native American tribe and agree to:  Certify that the total amount the State or Territory or Native American tribe expends to develop, improve, and carry out emergency plans under the Act will at least equal the average level of expenditure for the last 5 fiscal years.  Pass through at least 75 percent of the grant award to local emergency planning committees (LEPCs) for the purpose of, but not limited to developing and or exercising emergency response plans established under section 303(b)

Hazardous Materials Emergency Preparedness (HMEP) Training Grant 49 U.S.C. 5116(b)- Training Grants  Purpose – To train public sector employees to respond to accidents and incidents involving hazardous material. To the extent that a grant is used to train emergency responders

Hazardous Materials Emergency Preparedness (HMEP)Training Grant  Eligibility – Must be a State, Territory or Native American Tribe and agree to:  Certify that the total amount the State or Indian tribe expends to develop, improve, and carry out emergency plans under the Act will at least equal the average level of expenditure for the last 5 fiscal years.  Use grant award to training public sector employees to respond to accidents or incidents involving the transport of hazardous materials.  Make available at least 75 percent of the grant award for the purpose of training public sector employees.  Provide written certification that all training is in compliance with the National Fire Protection Association guide (NFPA 472)
