What is DOT doing to ensure grantees expend their funds? Why did “State X” do nothing with the grant money? Is this the only output “State X” has after receiving $200,000+? How expensive were these trainings? Did “State X” provide cost expenditure data to back-up this number?

10 Avoiding Unnecessary Congressional Scrutiny
Inform sub-recipients of what data is required in advance Work with sub-recipients to ensure they track the information needed to complete the final report Make sure final reports are complete with training/planning output data

11 Avoiding Unnecessary Congressional Scrutiny
Monitor sub-recipients expenditure of funds and completion of activities before the 4th quarter. Before submittal to PHMSA, review your final reports and look for anomalies that may result in additional information or corrections.

12 MAP 21 Reporting Requirements
The report submitted under this subsection shall identify the ultimate recipients of such grants and include— (A) a detailed accounting and description of each grant expenditure by each grant recipient, including the amount of, and purpose for, each expenditure; (B) the number of persons trained under the grant program, by training level
