PROCUREMENT TECHNICAL ASSISTANCE CENTERS The Defense Logistics Agency, on behalf of the Secretary of Defense, administers the DoD Procurement Technical Assistance Program (PTAP). PTA Centers are a local resource available at no or nominal cost that can provide assistance to business firms in marketing products and services to the Federal, state and local governments. The Procurement Technical Assistance Program (PTAP) was authorized by Congress in 1985 in an effort to expand the number of businesses capable of participating in the Government Marketplace. PTACs come in many different sizes and shapes, reflecting the needs, priorities and resources of the areas they serve. Some PTACs are administered directly by state governments, while others partner with universities, community colleges, local economic development corporations or other local institutions. All PTACs are staffed with counselors experienced in government contracting and provide a wide range of services including classes and seminars, individual counseling and easy access to bid opportunities.

US DOT Office of Small and Disadvantaged Business US DOT has partnerships around the country with non-profit organizations, education institutions to operate the Small Business Transportation Resource Centers ( SBTRC ).

DISADVANTAGED BUSINESS ENTERPRISE (DBE) PROGRAM The Disadvantaged Business Enterprise (DBE) program is unique within the transportation sector and covers contracts let by state highway agencies, airports, transit authorities, and other state and local agencies that receive DOT funds under the DOT Federal Financial Assistance Program. Annually, DOT provides substantial financial assistance to state and local transportation agencies for their highway, transit, and airport improvement programs. As provided in federal regulations for the DBE Program (Title 49 Code of Federal Regulations Part 23 and Part 26) DOT requires that recipients set percentage goals for the use of DBEs on projects. WOMAN OWNED SMALL BUSINESS PROGRAM To be eligible, a firm must be at least 51% owned and controlled by one or more women, and primarily managed by one or more women. The women must be U.S. citizens. The firm must be “small” in its primary industry in accordance with SBA’s size standards.

SERVICE DISABLED VETERAN OWNED BUSINESSES To be eligible, a firm must be at least 51% owned and controlled by one or more service disabled veterans, and primarily managed by one or more service disabled veterans. The veterans must be U.S. citizens. The firm must be “small” in its primary industry in accordance with SBA’s size standards. VA has several open solicitations for all service sectors and many supply sector businesses for SDVOSB companies.

How do I Become M/WBE Certified? Visit the Office of Equal Opportunity at: What is a M/WBE? –A Minority Business Enterprises is a business that is at least 51% owned and controlled by one or more minority persons. –A Woman Business Enterprise is a business that is at least 51% owned and controlled by a woman. Must go through the state certification process in order to qualify as an M/WBE for contracting purposes with the state of Missouri.

Advantages of Certification Certification as a MBE and/or WBE provides greater opportunities for these businesses to bid on state contracts. All certified M/WBE vendors appear on the Office of Equal Opportunity Directory of Certified M/WBE Vendors. Both contractors and state agencies use this site as a resource in soliciting certified minority and/or female participation for ongoing projects. This certification covers all state agencies except for Missouri Department of Transportation (MoDOT), which participates in the Disadvantaged Business Enterprise (DBE) Program.
