5. The Business Enterprise for Minorities, Females, and Persons with Disabilities Act
The "BEP ACT", (30 ILCS 575/) establishes a 20% overall goal on total state contracts to be awarded to businesses owned by minorities, women, and persons with disabilities."

Through the Veterans Business Program (VBP), state agencies and universities are encouraged to spend at least 3% of their procurement budgets with certified Veteran-owned businesses. (30 ILCS 500/45-57)
