2 What Is OPD? The University of Illinois’ System Supplier Diversity Program is overseen by the Office Of Procurement Diversity (OPD). Duties include: Setting Policy Goal Setting Outreach and Vendor Assistance Compliance Reporting Procurement Diversity.

4 What is Diversity?? “Diverse” defined:

5 The Business Enterprise for Minorities, Females, and Persons with Disabilities Act
The "BEP ACT", (30 ILCS 575/) establishes a 20% overall goal on total state contracts to be awarded to businesses owned by minorities, women, and persons with disabilities."

6 Veteran Owned Business Preference
Through the Veterans Business Program (VBP), state agencies and universities are encouraged to spend at least 3% of their procurement budgets with certified Veteran-owned businesses. (30 ILCS 500/45-57) The The Business Enterprise Act was enacted in 1994 which governs the University of Illinois Supplier Diversity program. The Act states not less 20% of the total dollar of State contracts shall be done with diverse vendors.

Architects and Engineers (QBS) Professional Services: 20% (MBE/WBE)/ 3% (VBE) Construction: Baseline Goals Related to Construction Contract Awards: Chicago Campus: 30% (MBE/WBE) All Other Campuses*: 20% (MBE/WBE) Individual project goals may vary Goals apply to each division of work (Multi Prime) Separate distinct goals may exist for MBE & WBE MBE/WBEs must be BEP certified to be counted towards goal *Peoria, Rockford, Springfield, and Urbana

17 Discovery Partners Institute (DPI)
DPI is a joint education, research and innovation institute led by the University of Illinois System and partners. Re-appropriation of $500M State contribution to DPI South Loop Tech Hub To be built in downtown Chicago at Roosevelt Road and Wells Street on land that will be donated by Chicago developer Related Midwest (The “78”). The site is part of a 62-acre parcel along the Chicago River. Hopes to start building by 2021 Expected to take two decades and more than $5 billion to complete The 78 is one of the largest single developments in the city’s history!
