The strategy THE STRATEGY Launching the preparatory process of the elaboration of the Bulgarian Cycling Strategy. Focus of the panel: sharing good practices from countries with cycling strategies, how the process was started, financed and managed identifying the financial sources Impact of the strategy over national authorities in the region for solving key issues for the implementation of current EU funded projects (new BG-TR cycling checkpoint at Rezovo on the ICT) 2

The strategy: To be or not to be? Not to be: Cycling is part of several existing strategies, therefore there is no need for a new cycling strategy To be: The Strategy is a focal point of all aspects of cycling and shows its diver city and importance. 3

National Policies to promote cycling European Conference of Ministers of Transport, Leipzig 2011 – signed by all ministers of transport, including Bulgaria Message: why a National Cycling Strategy? Strategy offers a new approach. It creates a focus for organizations and individuals who are in a position to influence a change in physical conditions, the attitudes of individuals and the outlook of organizations. It sets out common objectives, identifies targets in relation to those objectives, and identifies a range of actions which can help to meet the targets. 7

The strategy – sharing good practices from France - La decision – in June 2011 Mr. Mariani, Minister of Transport entrusted Mr. Goujon, mayor of 15 th district of Paris with the mission to study the motivating measures for the development of cycling following the experience of our European neighbors. Afterwards to make concrete proposals to encourage the French to use the bike as way of daily transport and for holiday sport activity. He asked him to lead the working group inviting relevant organizations. The Minister also charged the Interministerial coordinator for the development of the use of cycling in the secretariat of the working group. 8
