SHRP2 Implementation Update to the Standing Committee on Highways Pam Hutton, AASHTO May 29,

What we will cover Program Overview Program Update by Focus Area Update on SHRP2 Implementation Assistance Program What’s Ahead 2

Focus Areas Safety: Fielding the largest-ever Naturalistic Driving Study into driver behavior in order to reduce crashes and save lives Renewal: Making rapid, innovative construction possible for “ordinary” projects Reliability: Providing management and technical tools to reduce congestion through operations Capacity: Systematizing collaborative decision making to achieve better, faster project decisions 3

SHRP2 Moving Forward SHRP2 Implementation Assistance Program – Focus Area Updates 4

SHRP2 Implementation Assistance Program Proof of Concept Pilot Funds for piloting products to evaluate readiness for implementation Contractor support to collect data and evaluate the application Lead Adopter Incentive Funds for early adopters to offset implementation cost and mitigate risks Recipients required to provide specific deliverables designed to further refine the product, and possibly “champion” the product to other states and localities User Incentive Funds for implementation support activities after early adopter use Used to conduct internal assessments, build capacity, implement system process changes, organize peer exchanges, or offset other implementation costs 5

SHRP2 Implementation Assistance Process Timeline First Four Rounds ( ) First round of awards announced in May 2013 (6 products - 4 renewal, 2 reliability and 1 capacity) Second round of awards announced in October 2013 (4 products - 3 renewal, 1 capacity) Third round of solicitations were announced on March 28, 2014 (5 products - 4 renewal, 1 capacity) Fourth round of solicitations will open on May 30 and close on June 27, 2014 (12 products) 6

Transportation Agencies Begin Implementing SHRP2 7 Rounds 1,2, and 3 Products – FHWA/AASHTO Implementation Assistance Program

SHRP2 Reliability Implementation Activities Organizing for Reliability Tools (L01/06) –27 States/MPOs selected for implementation assistance in Spring 2013 (five additional CMM workshops are being offered by FHWA directly) –Phases: Outreach – 31 of 32 completed; assessment – 26 of 32 completed; implementation plan development – 4 of 32 completed. Enhanced Knowledge Transfer System (L17) –MOU between AASHTO/ITE/ITS America; EKTS Executive Committee; design of EKTS underway; NOCoE approved by AASHTO TSMO Committee 8
