FHWA/AASHTO Implementation Assistance Program Summary of Safety Strategy Safety Resolution This afternoon, we would like to bring you an update on where we are with SHRP2 – what’s happening with Implementation Assistance, opportunities for engagement, and, in particular, where we are with safety. 11/8/2018

3 SHRP2 in Action 108 projects underway in 34 states with more to start following today’s announcement of Round 2 incentives Photos from Projects ongoing in California, Tennessee, and Pennsylvania Pam speaks - 2013 has been a pretty exciting year for us. We have seen a real ramp up in activities to implement SHRP2 at the Federal AND state level. FHWA/AASHTO’s Implementation Assistance is moving expertise and funds into 34 states to begin implementing six SHRP2 Solutions. More than 108 projects are underway and we are already getting important feedback. And, hot off the presses, FHWA and AASHTO are today announcing the recipients of Round 2 assistance. You have a handout with all the details. As a result, XX states and XXX more projects will soon be using SHRP2 Solutions. 11/8/2018

4 Prioritizing States’ Needs
AASHTO’s role is focused on identifying which products meet the states’ practical needs We are relying on members and committees to define how implementation can be successful FHWA is our partner in this effort. AASHTO’s role continues to focus on identifying which products meet the states’ practical needs. We are relying on members and committees to define WHAT implementation is and HOW it can be successful. Our members have the on-the-ground experience that is so crucial to determining the most effective use of these products and we at AASHTO along with our partners at FHWA and TRB are looking to leverage that experience during the implementation phase.

Original plan updated to reflect new funding provided by federal legislation and state contributions New plan includes 66 high priority products Products by year: 2012 = 7 new products 2013 = 11 new products 2014 = 14 new products 2015 = 14 new products 2014 will include the implementation of Safety Strategies “Starts” – dates represent the year implementation planning begins. (USE SLIDE CONTENT) Staff changes - AASHTO and FHWA have added SHRP2 implementation duties to the current workload of many existing staff Dedicated Personnel – AASHTO = Pam Hutton, SHRP2 Implementation Manager, Kevin Sanders, SHRP2 duties and assisting Pam Hutton FHWA = new SHRP2 Coordinators in each of the four Program Offices Technical Specialists - Are being provided by consultant services within each organization Continued effort for Implementation Planning Workshops, bringing State DOT practitioners together with TRB researchers, FHWA program offices and AASHTO to help shape implementation Sunday there will be a concurrent session from 1:30 to 3 on Implementing Eco-Logical and I urge you and your colleagues to attend. 8 Safety Implementation
Total Implementation Budget: $169M Includes 4% takedown of SP&R funding as voted by states in 2012. 2012 – 3-year Plan: $10M as a placeholder for safety 2013 – Survey on safety data Speed Driver distraction Aggressive driving Driver behavior Lane departure Intersection Safety Focus Area Team developed and engaged Strategy designed to complement TRB’s work Overall, the SHRP2 program has a total implementation budget of around 169M and some change. This includes the 4% takedown of SP&R funds that the States so generously voted to fund towards this effort. In 2012, safety was not considered by the ITF since none of the data was available. $10 million was included as a place holder for the original 3-year plan. In 2013, we knew much more about what is available and when it might be available. AASHTO designed a survey of its members to determine what additional data sets might be most helpful to them. -- Survey should contribute to, but not solely determine safety research topics -- Survey open for two weeks responses received AASHTO also convened a Safety Focus Area Team to advise the ITF and to oversee the safety area, long-term

9 Near-Term Strategy Begin to capitalize on the available data to pursue safety research that represents State DOT priorities. Intent is to: Create an accelerated path to implementation that helps drives down crash numbers Integrate the use of NDS research into future AASHTO committee activities and considerations Demonstrate full spectrum of implementation process - concept to countermeasure Utilize $5.8M of implementation funds This activity will not delay the overall completion of the NDS database Recommended by the AASHTO ITF, later endorsed by the TRB Implementation Advisory Committee (FACA) Tom Cole speaks - I’m going to walk you through the near-term implementation strategy, the purpose of which begins to demonstrate the value of the information that can be extracted from these two data sets. It’s important that we take as much information from the NDS and RID datasets and constructively use it in as efficient a manner as possible. To that end, a near-term implementation strategy has been developed to see if we can leverage the safety research in SHRP2 (and specifically from the NDS) for safety priorities of the State DOTs. FHWA and TRB have been very active in this effort as well and it really does speak to the level of commitment each organization has towards implementing this research both in the near and long term. Highlight the 4th bullet under intent. While this activity is patterned after the S08 activity, it takes it to the next level and demonstrates taking an idea all the way to the countermeasure.

Research leads to the creation of new countermeasures Standards, policies, updates etc.

11 The Path Forward AASHTO Safety Task Force Safety Task Force groups together under SCOHTS to identify viable research topics pertinent to current roadway safety concerns. Scope The teams prioritize and identify the desired research topics with the clear intent to seek implementable results. Data The team, with the help of NDS database experts, scope the construct of the reduced data sets to ensure they are as useful as possible for current and future research. So this is our tentative path forward with the understanding that the specifics of all this will likely be developed once the task force here has been formally established. We’ll be looking to make up this Task Force with State DOT members through AASHTO’s committee structure, AASHTO, FHWA. and TRB staff, as well as experts in database management. 1. Identify for AASHTO and FHWA the most promising strategies for capitalizing on the NDS data analysis to further its committees' efforts to continuously reduce highway crashes. 2. Encourage coordination and cooperation among AASHTO committees for supporting research, analyzing findings and developing promising countermeasures and strategies. 3. Support pilot studies that demonstrate to AASHTO members and the highway safety community in general the potential of the NDS. 4. Identify strategies to accelerate the conversion of research findings into actionable strategies and countermeasures.

12 The Path Forward, Cont’d.
Research Researchers (and/or states partnered with researchers) are selected and conduct the research. Possible FHWA Implementation Assistance opportunity, utilizing a portion of the available funding. Share Research findings are reported to the planning teams, AASHTO committees, FHWA, the Governors Highway Safety Association, NHTSA, private sector partners and others. Apply The planning teams scope additional tasks for the appropriate engineering firms or research organizations to convert the research findings into actionable changes. Act AASHTO committees and others can consider whether to adopt the recommended changes to standards, manuals, policies or practices. Use the slide content As with the previous slide, connecting the Act part to the scope is key.

13 Best Estimates on Costs
Based on average S08 pilot costs, the costs to implement would be approximately as shown Presently $5.8 M available for Safety in SHRP2 implementation plan Implementation Estimate Produce data set $350,000 Analyze data set $650,000 Produce new standard, strategy $400,000 Manage total process $300,000 Total estimate $1,700,000 Use the slide content Make note that the 5.8M is set aside from the 33M in short term Safety implementation funding. (For reference, 25M is for short term database maintenance and there is some set aside for additional research as well as combining RID with NDS) Could potentially fund 3 to 4 research projects, depending on scale/scope
