CEP: THE MOST EFFECTIVE (YET UNDERUTILIZED) DOCUMENT FOR ASSURING CAMPUS SUCCESS DR. JAMIE MORLEY CEO, Education Consulting Solutions & ACICS Commissioner SPRING ZUTES Operational Expert and CFO, Education Consulting Solutions

DON’T LEAVE YOUR CAMPUS MANAGEMENT UP TO CHANCE. USE THE CEP TO MAKE DATA DRIVEN DECISIONS

WHO WE ARE AND WHY WE ARE TALKING ABOUT THE CEP Own Education Consulting Solutions Familiar with ACICS Criteria See similar issues across the industry Schools have downsized and need a streamlined process for managing We teach schools to use one, integrated plan to maintain compliance in all areas We teach schools to improve results by closing the loop on CEP data that is collected

WARNING This presentation is not for people who want to prepare a CEP that just meets the ACICS standards. The presentation is for people who want to create a CEP that meets the standards and can be used to manage all departments.

LEARNING OUTCOMES By the end of this presentation you will be able to: List the required CEP elements Define the difference between a baseline and a goal Create a compliant CEP Add optional data points so that your CEP is relevant to all departments Use your CEP data to drive institutional decisions Manage departmental effectiveness through the CEP Track campus performance and trends by a quarterly review of the CEP

COMMON MISTAKES o Writing the CEP for regulators o Writing the CEP with rose colored glasses o Writing it as a once a year event o Doing the bare minimum o Assigning responsibility to one person to write it o Not using the CEP data to make decisions o Not tracking goals and trends o Not adjusting goals and trends when you notice a issue

REQUIREMENTS OF THE CEP There needs to be a baseline for every element. Goals Established Evaluating and reporting 3 year’s of data. Identify and describe how the data was collected, and the rationale for using each type of data. Summarize and analyze the data collected, and an explanation of how the data has been used to improve educational processes. Publish annual placement and retention goals. In formulating these goals, the campus shall take into account the retention and placement rates from the previous three Campus Accountability Reports and the specific activities that will be undertaken to meet those goals. The activities must demonstrate the campus' ability to maintain or improve retention and placement outcomes each year.

TURNING THE CEP INTO A MANAGEMENT TOOL CEP Item Doing the Minimum Recommended Best Practice Reviewing the CEPAnnually, with periodic updatesQuarterly Writing the CEPPerson or committeeEach department manages a section. Establishing GoalsYou must have goals Separate your goals into short and long term. Write SMART goals. Student CharacteristicsListing characteristics Reviewing trends in your population and making operational decisions based on the results. Use data submitted to IPEDS: age, race, previous education. Data evaluationEvaluated at the campus levelEvaluate data at the program level. Tracking graduation rate Reporting grad rate for certificate (< 1 yr. programs) only Report grad rates for all programs based on data submitted to IPEDS. Including improvement plans and DE plan, if applicable Write plan. Add it as an addendum.Review the progress of the plan as a component of the quarterly review.

DEPARTMENTAL MANAGEMENT THROUGH THE CEP Admissions  Leads to Starts  Starts to goals Registrar  Faculty to student ratio  Graduation Rate Financial Services  Slow Cash  90/10  Default Rate Each department should be responsible for collecting data points and reporting them at the quarterly CEP Management meetings.

DEPARTMENTAL MANAGEMENT THROUGH THE CEP Academics  Student learning outcomes  Advisory Board  Faculty meeting minutes  Retention rate  Faculty Files  Curriculum Review Surveys  Library  Community Resources Student Services  Retention rates  Student Surveys  Student Activities  Student Complaints

DEPARTMENTAL MANAGEMENT THROUGH THE CEP Career Services  Placement Rates  Graduate Surveys  Employer Surveys  Placement Verification Results Operations  Complaints  Employee Retention Rates  Employee Evaluations Implement a 360 degree review process for the CEP. Adjust the campus’ long and short term SMART goals based on the progress demonstrated in the CEP.

USING SMART GOALS IN THE CEP Name Title Company S SSpecific M MMeasurable A AAttainable R RRealistic T TTime-based

ACTIVITY TIME 1.Pick a situation out of the bag 2.Fill in the categories 3.Earn a prize What is the situation Which department owns it What is the data point you will track quarterly in the CEP What is the process to collect that data One SMART goal that could be associated with this item One strategy to achieve the goal Samples High employee turnover Operations Voluntary and involuntary separation rates HR report The college will reduce its voluntary turnover rate by 2% during the next CEP reporting cycle. Institute an employee satisfaction survey and follow-up on issues addressed in the survey. Students are not using the online library AcademicsOnline utilization rates Review online utilization rates Increase the usage of the online library by 10% during the next quarter. The librarian will talk about the online resources in the monthly newsletter and publish the online link.

CEP CRITERIA THAT ARE NOT BLACK AND WHITE What is the difference between a baseline and a goal? Can the goal be less than the actual? Does the CEP require evaluation of programmatic institutional data? When is a graduation rate a required element? What is the definition of graduation rate? What level of detail is required to support survey processes? How often is the CEP required to be updated? What are the required addendum? What is the difference between the CEP and the IEP? The criteria states, “Publish annual placement and retention goals. In formulating these goals, the campus shall take into account the retention and placement rates from the previous three CAR… Are goals required for the other mandatory elements?
