Coalition of Innovative School Districts Innovative School District Specialized Certificate Presentation Updated 4/08/2015

Innovative School District Specialized Certificate Districts approved as Innovative Districts shall have the authority to grant a “district specialized teaching certificate” that would waive present KSDE licensure regulations. Districts do not have the authority to waive Federal regulations.

Innovative School District Specialized Certificate In order to best meet student learning needs and/or innovative district hiring needs approved Innovative School Districts will have the authority to hire: – Non-licensed professional employees, or – Licensed professional employees in areas outside of their area(s) of licensure

Innovative School District Specialized Certificate Candidates for Innovative School District Specialized Certificate must meet the following requirements: – Pass local district background check requirements – Receive approval from the local Board of Education – Receive approval from the Coalition of Innovative Schools District Board

Innovative School District Specialized Certificate The Innovative School District Specialized Certificate will specify the endorsement area(s). A person who holds an Innovative School District Specialized Certificate will be considered by KSDE as being authorized to teach in the area(s) designated on the certificate.

Innovative School District Specialized Certificate Except as otherwise specifically indicated, an applicant for an Innovative School District Specialized Certificate will not be subject to current KSDE licensure requirements. An applicant for an Innovative School District Specialized Certificate will be subject to Kansas Statutes governing criminal background checks and fingerprinting for public school employees. Background checks and fingerprinting shall be the responsibility of the local district.

Innovative School District Specialized Certificate The Innovative School District Specialized Certificate will only be valid in the hiring district that approved the hire. The certificate will automatically become void if the employee is no longer employed by the hiring district. The Innovative School District Specialized Certificate will be valid for a period of one year and may be renewed annually.

Innovative School District Specialized Certificate Continuous employment of a professional employee with an Innovative School District Specialized Certificate is at the discretion of the local board of education. The Local Board of Education is responsible for defining the terms and conditions of the professional employee’s employment.

Innovative School District Specialized Certificate The Local Education Agency (“LEA”) will notify KSDE when a professional employee holding an Innovative School District Specialized Certificate separates employment with the LEA. KSDE will de-activate the Innovative School District Specialized Certificate upon receiving notice that the certificate holder has separated from employment.

Conditions All District Specialized Certificated Teacher Assignments will be reported to KSDE within 60 days of hire. At the end of each semester the SBOE will receive a report on the number and area of placement of Specialized Certificated Teachers in Kansas. A Specialized Certificated Teacher is only permitted to teach in the district as approved by the Coalition of Innovative Districts. KSDE will provide necessary support to the CID to implement and manage the Specialized Certificate Program as needed.

Conditions The hiring district shall be responsible for providing any training, professional development, and support needed for teachers hired under the CID Specialized Certificate Program.
