2. Changes to Licensure (603 CMR 7.00)
Background
Work originally started 2013
Was reenergized with Governor Baker’s call for a statewide regulatory review
One main goal was to streamline
Stayed within the existing statutory structure
Full implementation of July 1, 2019 – until then applicants may be able to use the old or opt into the new

3. Changes to Licensure (603 CMR 7.00)
Developed a definition for guidelines and requires a 30-day public comment period on guidelines
Moved all of the Subject Matter Knowledge Requirements (SMKs) out of the regulations and into guidelines
Will allow us to have SMKs aligned to updated curriculum frameworks and standards on a faster schedule
Preparation Programs and the MTEL are based on the SMKs so alignment is important

4. Changes to Licensure (603 CMR 7.00)
Temporary license:
Must possess a bachelor’s degree
Now valid for one year of employment rather than one calendar year
Three years of experience under any license – the experience does not have to be under a license equivalent to a MA Initial license

5. Changes to Licensure (603 CMR 7.00)
Provisional/Preliminary License
Name was changed back to Provisional, as it is in the statute, in an attempt to avoid confusion between Initial and Preliminary – “What license should I get first?”
New validity period – valid for five years regardless of how many fields and grade levels you have
For Elementary, ECH & Moderate Disabilities, the seminars or courses in teaching of reading, teaching of mathematics & teaching of English language arts, is no longer required

6. Changes to Licensure (603 CMR 7.00)
Initial License
Condensed the approved program routes from 3 into 1 – in regulations
Changed the name officially to an Initial Extension and can now obtain it at any point during year 4 of employment
Professional License
Condensed 6 routes down to 3 and eliminated the never developed performance assessment

7. Changes to Licensure (603 CMR 7.00)
Performance Program Review for Initial Licensure (PRPIL)
Now available to all teacher licenses – elementary, library, moderate disabilities, etc.
Available if you happen to work in a district with an approved program
Recommendation to attend can come from the current district rather than all districts the

8. Changes to Licensure (603 CMR 7.00)
Candidates from outside
Development of a panel
review for applicants prepared outside the U.S.
Principal/Assistant Principal candidates with less than one year of experience must complete PAL (after 7/1/19).
One option to get an Initial license via “reciprocity” now requires a valid out of state license rather than the license & 3 years of employment within the last 7 years

Impacts/changes to individual licenses
Academically Advanced is now an endorsement
A new field: Digital Literacy/Computer Science (5-12)
Instructional Technology moves to a specialist role
Core areas for Supervisor/Director – do not need 18 graduate credits in content but need at least an Initial license and 3 years of experience teaching that content
School Nurse – the RN license must be maintained to advance to Professional

10. Changes to Licensure (603 CMR 7.00)
Impacts/changes to individual licenses
Autism Endorsement – the eligibility was expanded to any licensed teacher that has at least three credits related to special education

11. Changes to Licensure (603 CMR 7.00)
Impacts/changes to individual licenses
New grade levels:
Other than General Science, no additional 5-8 science licenses after 7/1/19 unless the educator is advancing a license they already have
Principal/Assistant Principal – now have grade levels PreK-8 and 5-12
General “rule of thumb” you keep what you have unless the new license entitles you to do something new like a new field or new grade level

12. Changes to Licensure (603 CMR 7.00)
Supervisor of Attendance
rescinded the regulations so ESE no longer issues this certificate
in the licensure regulations lay out the conditions of employment which is possession of the SOA certificate or demonstration of knowledge of the laws concerning school attendance and of services available to truant students and prerequisite experience

13. Changes to License Renewal (603 CMR 44.00)
New point distribution for a primary license:
A total of 150 PDPs in the following areas:
15 PDPs in content
15 PDPs in pedagogy
15 PDPs in SEI/ESL
15 PDPs in special education/different learning styles
New point distribution of an additional license:
A total of 30 PDPs with at least 15 PDPs in content

14. Changes to License Renewal (603 CMR 44.00)
Eliminated reference to a low-performing math program and PDPs for passing a math content assessment approved by ESE
Emphasized the ability for an educator and supervisor to use the Educator Plan rather than create an IPDP
School Nurses and educators with a Speech, Language & Hearing Disorders license possess/maintain the relevant license

15. Other Changes to 603 CMR 7.00 Educator Preparation Program Approval
Emphasis on demonstrate vs. ensure
Eliminate the specificity regarding what some programs had to cover for a license and refer to the subject matter guidelines
Must analyze state available data to assess program compliance, effectiveness and impact

16. Other Changes to 603 CMR 7.00
Removed the investigatory subpoena provision
Included language that during a probably cause notice, the licensee has the ability to retain an attorney
