 Success of IU Information Technology Strategic Plan (ITSP) initiatives increased demand for support across all technologies.  Reduced or flat budgets near the end of ITSP implementations made it difficult to improve access, efficiency, and quality of support.  This was further complicated by well-established University Information Technology Services Web space originally developed in 1997 to introduce the organization, not provide services and support.
