The systems will be fielded to: Quantico, Camp Lejeune, Camp Pendleton, 29 Palms, Hawaii, and Okinawa. The I-TESS II system will be interoperable with I-TESS Increment I. This acquisition will provide components and tracking capabilities of dismounted troops and vehicles in open terrain, MOUT environments and within structures including shoot-through-the- wall capabilities. The systems will also include the use of simulated minefields, chemical agent attacks, close air support, and artillery strikes. This acquisition will include control guns, hand grenades, small arms transmitters for individual and crew-served weapons, Battlefield Effects Simulators integration devices, building instrumentation, mobile and portable C2 systems, building and MOUT facility modeling services, and exercise support. The M1A1 and LAV-25 requirements are satisfied by the Advanced Gunnery Training System (AGTS). The AAV requirements are satisfied by the AAV-Turret Trainer (AAV-TT). The trainers provide crew member training to approved standards of combat skills and readiness. This procurement will provide four driver simulators for the LAV community at School of Infantry (Camp Pendleton) and weapons (improved visual display and weapon handling) and driver stations (replicate form, fit, function of vehicles space, controls, and gauges) upgrades to the 16 existing AAV-TT’s (Camp Pendleton, Camp Lejeune, 29 Palms, Norfolk, VA, Hawaii, Okinawa, Gulfport, MS, Galveston, TX, Jacksonville, FL, and Tampa, FL).

Combined Arms Command & Control Training Upgrade System (CACCTUS) 3 Milestones Current Contract / Original Developer / OEM (if recompete) Period of Performance Funding Acquisition Strategy Point of Contact 1 st Qtr FY 112 nd Qtr FY 11 RFP Contract Release Award 8 PM TRASYS Phone: Description / Summary of Program Requirements Full and Open Competition Best Value 2 nd Qtr FY11 to 2 nd Atr FY17 $45M Cole Engineering (OEM) CACCTUS is a combined arms staff training system that, when fully fielded will enable comprehensive Marine Corps staff, unit, and team training both at home station Combined Arms Staff Training (CAST) facilities and through distributed training involving CAST facilities across the Marine Corps. CACCTUS is an upgrade to the USMC’s CAST that provides fire support training for the MAGTF elements up to and including the MEB level. This procurement will provide software development and post deployment software support to provide annual software releases to the 5 CACCTUS sites (Camp Pendleton, Camp Lejeune, 29 Palms, Hawaii, and Okinawa). Software development consists of support for immersive company level operations center and small unit combined arms/fire training, providing additional digital C2 integration at the company level for digital reporting and combined arms coordination, and providing immersion of JTAC, JFO, and FO in immersive company level training. This effort includes initiation of CACCTUS interoperability with other Marine Corps simulations (i.e. VBS2, SAVT, CCS, CVTS, aviation platforms).

COMS provides this support via firm-fixed price performance based contracts with commercial contractors. The contractor is responsible for operating and maintaining various training devices, facilities and ranges within a geographical area in support of Marine Corps and other service requirements. Virtually all USMC units utilize COMS-supported ground warfare training devices/ranges at one time or another in preparation for deployment or in maintaining personnel/unit qualifications. Data is collected while monitoring, controlling, and recording the force- on-force or force-on-target engagements that occur in the battlefield environment. MC-ITS will be used for tracking G-PLI systems (IRSS, MDS, IGRS and I-TESS), video clips inputs from TVCS, tactical audio recordings from TACS, input battle roster/MSELS from RIPPLE, and exercise control for MC-TIED/T-CREW2 training events and After Action Review for Battalion sized elements and below. The system will be fielded as a Platoon Set (70 entities), Company Set (700 entities), Battalion Set (3000 entities) and/or Regiment Set (8000+ entities). Systems will be fielded to the following sites: Quantico, Camp Lejeune, Camp Pendleton, 29 Palms, Hawaii, and Okinawa. Its portable configuration allows Marines to train in areas where there are few options for training; garrison, aboard ship, at remote reserve locations, and deployed. DVTE training includes language and culture training, platoon and squad level tactics, employment of supporting arms, and various Recognition of Combatants (ROC) packages. This procurement will provide software development and post deployment software support to provide annual software releases for Virtual Battlespace Two (VBS2), Combined Arms Network (CAN), and other software applications on DVTE. This development supports 348 fielded DVTE suites CONUS and OCONUS.

The instruction imparts specific skills to the Military Advisor Team, other Advisors, and/or Individual Augmentees (IAs), as required. Current SME skill sets are Weapons, Intelligence, Tactics, Advisor, Motorized Operations, Tactical Communications, Combat Emergency Med, Culture and Language, Customs-Border Patrol, Police and Fire. Realistic computer-based simulation training, Command, Control, Communications, Intelligence, Surveillance, and Reconnaissance (C4ISR) training, Combined Arms Staff training, and a Deployable Virtual Training Environment capability for individual Marines through senior Marine Corps commanders and their battle staffs, is provided at multiple CONUS and OCONUS sites. Contractor SMEs support services include but are not limited to: supporting training events employing current fielded modeling and simulation systems; the operation of designated information systems (and follow on versions thereof); and the development of supporting training documentation and Plans of Instruction.
