PART 1: Know who is doing what –Institutional and capacity assessments-both public and private sector stakeholders involved in agricultural input markets. –Documenting the impacts of agricultural inputs policies on the regional efficiency of the agricultural sector –Conduct a comprehensive review of agricultural input policies region in relation to free movement of inputs from one country to another.

PART 2: 1.Develop a framework to operationalize and monitor the regional variety release system: –Promote dialogue aimed at informing both public and private sector stakeholders on the progress on harmonization..continuous. –Develop a mechanism to monitor the harmonization of the seed systems. –Support capacity development and institutionalization of an input policy monitoring and analysis system. –Policy research to support both public and private sector actors at both national &regional levels
