CINEFOGO Network of Excellence Sept – August 2009 International coordinator Thomas P. Boje, Roskilde University LOCALMULTIDEM Conference Brussels, 28 th – 29 th january 2009 Committee of the Regions

CINEFOGO Network of Excellence CINEFOGO Civil Society and New Forms of Governance in Europe – the Making of European Citizenship Aims at enhancing the understanding of social and democratic participation in Europe. Through its scientific activities – joint research activities and dissemination of scientific results - the CINEFOGO Network want to create new knowledge on the role of cultural diversity, active citizenship and functioning of organized civil society in Europe.

CINEFOGO Network of Excellence CINEFOGO has set up two equally important programmes: Programme for Integrating Research Activities (PIRA) and Programme for Spread of Excellence (SoE). The first is dedicated to the enhancement of integrating research activities and jointly executed research in the Network through conference, workshops and seminars, whereas The second is the tool of the CINEFOGO for an ongoing dialogue taking place with social scientists and affiliated partners from the public sphere and organized civil society.

CINEFOGO Network of Excellence The CINEFOGO network is a large and complex project with 44 institutions involved and more that 250 scholars actively participating in the activities organised by the network. The CINEFOGO Secretariat is located at Roskilde University Marta Nachtmannova – Project Manager Ellen Kristina Kristensen – Scientific Communication Officer CESES, Charles University, Prague: Responsible for the Spread of Excellence programme E-letter, Newsletter, Outcome database Budget: € 3.9 mill. from EU – € 5.8 mill in total (€ 2.0 mill in own contribution)

CINEFOGO Network of Excellence The activities of the CINEFOGO network is concentrated around three major goals: Minimizing barriers for joint European integrated and coordinated research. Involvement of previous EU-research under the heading ‘Governance and Citizenship’. Providing institutional capacity for a continued dialogue between researchers, policy makers, public service institutions and organized civil society

CINEFOGO Network of Excellence The CINEFOGO publication strategy At the moment several alternatives are available for publication through the CINEFOGO network: CINEFOGO Working Paper Series available in Outcomes Database – five such Working Papers Series have been established Journal article or special issues of journals – 40 articles have been published in journals or edited books Books either published through Edward Elgar – two manuscripts are on review – or The NOMOS Publisher in a European Civil Society Series – three edited volumes are on review or planned. Policy Briefings will be produced for all Work Packages and be available at CORDIS to reach the policy makers. All type of scientific communication are available on the CINEFOGO Outcomes Database and for all publications the general public has access.

CINEFOGO Network of Excellence Ph.D Activities The CINEFOGO Network of Excellence considers its Ph.D. activities for young researchers as probably the most important activity in order to ensure the recruitment of scientific scholars for the years to come. During the third year of the CINEFOGO this activity has been especially intensive The annual Ph.D. seminar in European Civil Society Ph.D. dissertation network – the 8 th meeting took place in Kaunas, Lithuania, May 2008 – next meeting will take place in Leuven, Belgium Student Corner addressing Ph.D. students and Master students of Civil Society Summer School on Social Entreprises, Third Sector and Solidarity- based Economy in cooperation with EMES, July 2008 Summer school on Citizenship and Quality of Life’ in cooperation ESA, July 2008

CINEFOGO Network of Excellence the CINEFOGO Network has build up a strong cooperative organisation for research and scientific communication on the themes: citizenship, active participation, governance and organised civil society. The Programme for Integrated Research Activities (PIRA) are build around three themes:  Identities, Values and Civic Culture in Europe – Integration and Diversity;  Citizenship and Civic Participation in relation to Social Protection;  Multi-Level Governance and Organized Civil Society

CINEFOGO Network of Excellence Identities, Values and Civic Culture in Europe – Integration and Diversity. How is the New Europe maintaining its commitments to social citizenzhip in the face of ever increasing diversity and pluralism. The new conception of active citizenship sees citizenship not as a passive conferring of social rights and responsibilities but as the active inclusion of the social groups previously excluded from them. The mass emigration, double citizenship, rise of nationalism and ethnic conflicts has all questioned the previous straightforward understanding of citizenship - national, political, social. EX: Citizenship - work and care; Non-EU-citizens and migration; Sustainability, Diversity and Participation

CINEFOGO Network of Excellence Citizenship and Civic Participation in relation to Social Protection. CINEFOGO deals here with the three broad items:  forms of organized welfare in terms of service-provision or associated with solidarity and philanthropic aims, that have taken shape outside state institutions;  forms of citizens´-participation are part of the state- public organisations; alongside with social policies and welfare services. Public-Private partnership;  the civil society as a public sphere but concerning as well various forms of volunteering, i. e. various forms of social and material participation and cooperative self- organisation. Social protection, participation and volunteering.

CINEFOGO Network of Excellence Multi-Level Governance and Organized Civil Society  Concerned with relations between non-state actors belonging to civil society and political institutions and actors involved in decision-making activities at different territorial levels.  Governance as “governing without a government”  Civil society organisations should also be involved in the implementation of policies, because public authorities are often no longer able to meet the needs of an increasingly differentiated population EX: NGOs and Voluntary Organisations; Differences in Organised Civil Society in Europe, Civil and Uncivil Societies; NGO’s and EU Aid-Policy

CINEFOGO Network of Excellence CINEFOGO Working Paper Series I: Organised Civil Society, multi-level governance, public-private partnership and state-civil society relations II: Social Rights, Social protection, Social cohesion, Citizenship Rights and Social Services III: Social Capital, Active participation, Trust, social network, voluntary work IV: National Identity, Multi-culturalism, Non-European citizens, marginalization V: Gender, work-care-family relations, citizenship

CINEFOGO Network of Excellence CINEFOGO Activities in Spring 2009  Third Sector Organisations in CEE Countries - Februar  Civil and Uncivil Society in the 21st Century - Februar  Social Rights, Active Citizenship and Governance in the EU – Final Conf. in Brussels – March  Public Accountability in a New Institutional Environment – April  9 th Meeting in the Ph. D Network, Leuven, Belgium - May  Citizenship, Governance and Social Quality – Final Conf. in Brussels - June

CINEFOGO Network of Excellence CINEFOGO offsprings - our legacy, sustainability The CINEFOGO Network is now its fourth and final year. Therefore let me mention some of the offsprings: The consolidation and continuation of the European Civil Society Ph.D dissertation network The Student Corner EPICS - The European Programme In Civil Society Leadership (WP40). Creation of a Centre for International Studies of Citizenship, Democratic Participation, and Civil Society (CIPACI) This centre is based at Roskilde University to establish a research and mobility network for scholars and young researchers in the field. Up-coming projects under development
