What is the Requirement? SNI 5000.02E 2.4.7 Support Strategy The Logistics Requirements and Funding Summary (LRFS) is a required adjunct of the LCSP and the program’s basis for relating LCSP execution to programmatic resources. 6.1.3 Acquisition Logistics and Sustainment A required LCSP component is the logistics requirements and funding summary (LRFS), used to relate both program-specific and non-program (infrastructure) resource requirements to any and all aspect of LCSP execution. The LCSP and LRFS target logistics support, sufficient to enable all systems key performance parameters (KPPs) and key system attributes (KSAs) to perform at threshold performance values; beginning at initial operational capability (IOC), and specifically at ownership cost KSA threshold affordability. The PM shall ensure that LRFS sustainment funding requirements are comprehensive, current, and incorporated into systems planning, budgets, and analyses. All Planning, Programming, Budgeting, and Execution System (PPBES) documentation shall demonstrate adequate funding has been budgeted, and projected to beyond the FYDP, to fully support the program through disposal. What the SNI 5000 does or does not say about LRFS: Basic requirement: PSM / Lead Loggie defines both acquisition and O&S costs for the weapon system & PM has the knowledge to include adequate resources in the budget Each program is different and may be managed in the field by a different community: i.e. USMC or Army, Ships, Subs, Aviation

USMC LRFS Toolset Excel-based, user-friendly tool. Allows PMs and logisticians to quickly generate LRFS. Includes a library of cost models for all IPS elements and related disciplines. Incorporates statutory and regulatory requirements. Provides more accurate means of developing LRFS. Provides visibility of logistics support requirements Supports LCCE, POM submission, and budgetary decisions.

What is the Future? Balancing Acquisition and Life Cycle Costs for Shipbuilding Programs - Task Force FOCUS: Concern that a greater balance must be struck between acquisition cost (lowering) and Total Ownership Cost (TOC), more specifically, Operating and Support (O&S) Cost. Logistics Requirements Funding Summary (LRFS) Cost Estimating Tool Demo project on CVN-79 based off of USMC toolset Proposed for transition as the tool for Navy shipbuilding once it is successfully populated with Navy ship data and models and demonstrated for CVN-79 Far future: if successful, mandating use of the tool on all DON programs to improve life cycle cost estimates.
