Federalists 5. They believed Congress could make all laws “necessary and proper” to carry out its enumerated powers

Republicans 1. Believed in a strict reading of the Constitution

Republicans 2. Rejected the federalist idea of implied powers

Republicans 3. They believed congressional powers were limited to what is absolutely necessary to carry out the enumerated powers

Debate made about forming a national bank How did each side debate the national bank?

Federalists Alexander Hamilton believed that because of the “necessary and proper” clause, he had the power to create a national bank

Republicans Thomas Jefferson disagreed with Hamilton, and did not believe he had the right to set up a national bank

Beliefs about how people should be involved in government According to each political party, what role did the people have in government?

Federalists In Alexander Hamilton’s words. “The people are turbulent and changing; they seldom judge or determine right.”

Republicans In Thomas Jefferson’s words, “I am not among those who fear the people. They, and not the rich, are our dependence [what we depend on] for continued freedom
