Empowering stakeholders EE9 Olav Luyckx Project Advisor, EASME

Public authorities have an important role to play to develop energy efficiency policies and plans. This requires the full involvement of private stakeholders and the civil society for their effective implementation. However: Up to now capacity building mainly limited to public authorities Interim layer between bottom up (citizen's needs) and top down approach (decision makers) not involved in capacity building and coordination activities EE9 – The challenge

Target specific actors among a wide spectrum of stakeholders (utilities, industry, financing institutions, non-governmental organisations, consumer associations, interest groups, trade unions, etc.). Link with public sector: stakeholders invited to provide large- scale capacity building or engagement activities for those specific groups playing a key role in the definition and/or implementation of sustainable energy policies and measures initiated by public authorities. Demonstrate strong European added value and ensure continuation of the activities beyond the project duration. EE9 – The Scope

The impact: Hundreds of stakeholders playing a key role in the definition and successful implementation of national, regional or local policies and thousands of final consumers impacted The EU contribution: EUR 1,0 to 1,5 million – other amounts possible. CSA: 100% EU contribution EE9 – The expected impact and the EU contribution

empower private stakeholders and public authorities the sector of professional cold products empowering public authorities in implementing effective policies on energy efficiency of professional cold products; motivating product manufacturers and suppliers in delivering more efficient models to the market; working with the food industry, retailers, building operators and other stakeholders in demanding and procuring more efficient professional cold products Impacts: Primary energy savings: 276 GWh/year (lifetime of products) 5000 stakeholders with increased capacity Examples from H2020-EE-2014 Call

engage and empower a ‘critical mass’ of over 1,000 stakeholders with the process of defining and implementing their long-term national renovation strategy (Art 4 EED) use associations of relevant stakeholders across the construction sector value chain to engage with public authorities lead group of 12 Member States + Turkey Key stakeholders from all 28 Member States will be actively involved Impacts: 1,000 stakeholders influenced Primary energy savings: GWh/y within project lifetime, and GWh/y beyond Renewable energy production triggered: 1650 GWh/y within project lifetime and 3276 GWh/y beyond Examples from H2020-EE-2014 Call
