EUROCITIES is… Established in 1986, EUROCITIES is a network of some 130 major cities over some 32 European countries Membership is open to elected governments of cities over pop. or important regional hubs EUROCITIES activities: networking; lobbying; and campaigning

4 Cities Make a Difference
Cities Matters as: Model Consumer – Major Consumer Public procurement market: 16% EU GDP; of this, 65% is spent by regional & local public authorities Change in cities’ procurement policies, change in citizens behaviour Cities are more flexible Cities are willing to pioneer Cities are the level of government closest to the individual citizens  Concerted demand for „responsible“ products and services can have a significant impact on the market and send strong signals to the public

5 Responsible Procurement: a definition
Responsible procurement aims at integrating social, environmental,and/or ethical concerns into public buying decisions. Public tenders and contracts include specifications, criteria and conditions such as: Environmental: Analysing product life cycles, energy consumption, etc. Social: Choosing companies that promote equal opportunities, employment,etc. Ethical: Taking care of respect of human rights & production methods, paying fair prices By practicing RP, cities realise added value in necessary purchases of supplies, services or works: the expenditure delivers the required goods or services and contributes to wider policy goals.

23 cities from all over Europe. Objectives of the WG: Sharing of own experiences with and promotion of social and ethical procurement Development of practical tools for implementation and monitoring/evaluation of social and ethical procurement practices (Projects) Exchange of experience in linking ethical procurement activities to awareness-raising activities with citizens Seeking cooperation with other organizations and the private sector active in the field of responsible procurement/consumption

Improving CSR in the sector thanks to: Increased investments in skilled/qualified workforce Increased attention towards working conditions and wages along the supply chain Increased attention towards environmental concerns during treatment and production processes

Improving CSR in the sector thanks to: Healthier & safer working conditions; Combating the use of “black” labour + protecting employment; Promoting labour market inclusion; Energy efficiency; Use of environmentally and ethically responsible materials

1. Identification of best practice, guidelines and standards > will concern experiences with public and private sector SRP 2. Stakeholders dialogue and development of guidance > 2 Expert stakeholder rountables for each sector and production of a guide 3. Dissemination > Translating and disseminating the guidance produced and good practice experiences identified

13 RESPIRO Main Deliverables
Reports on practice in public and private sector SRP implementation; Guides for SRP in the Textiles and Construction sectors; Multistakeholders dialogue by means of 4 experts’ workshops; European SRP conference; Dissemination materials: website, presentation, printed brochure.
