Final 2014 Accountability Ratings

3  TEA received 90 appeals in 2014, compared to 85 in  Districts that submitted a 2014 appeal will receive their appeal response letter via TEASE Accountability during the week of November 17. The official hard copy of the letter printed on TEA letterhead will be mailed to districts at that time.  Final accountability ratings will be released publicly during first week of December 2014, based on the outcomes of the 2014 appeals.

2014 Performance Reports

5 Texas Academic Performance Reports (TAPR)  The TAPR will be released on the confidential Texas Education Agency Secure Environment (TEASE) Accountability website during the week of November 17. District and campus TAPR will be posted to the TEA public website during the first week of December.  When the 2014 TAPR is posted on TEASE, notifications will be sent to district superintendents and ESC directors.  The TEASE release provides the information that districts need to fulfill publishing and notification requirements for the TAPR.  The TAPR Guidelines will provide details about district responsibilities.

6 Texas Academic Performance Reports (TAPR) Publishing  MUST publish: Performance and profile sections of district and campus TAPR reports  MAY publish: Glossary English Glossary will be available by the first week of December Spanish translation will be available in January  MUST add and publish: o Report of campus performance objectives; o Report of violent or criminal incidents; and o Information from THECB about performance of students in postsecondary institutions.

7 Texas Academic Performance Reports (TAPR) District Responsibilities – Hearing for Public Discussion  Must be held within 90 calendar days after the November 2014 TEASE release. District winter break days do not count towards the 90 days.  TAPR must be disseminated within 2 weeks after the hearing.

8 Reporting Changes in TAPR  No significant changes to 2014 TAPR compared to 2013 except for the following enhancements:  Additional Performance Indicators  STAAR Results at Postsecondary Readiness Standard  STAAR Results at Advanced Level III Standard  Inclusion of ELL Progress Measure in Progress Results (Index 2)  Met or Exceeded Progress  Exceeded Progress  Expansion of Student Success Initiative (SSI) section  Expansion of bilingual/ESL indicators to campus-level reports

9 School Report Card (SRC)  The School Report Card for the school year will be released by mid December.  Similar format as the redesigned SRCs that were released for  SSI indicators that are reported in TAPR have been added to meet statutory requirements.

10 Texas School Accountability Dashboard  Per House Bill 5, the Texas School Accountability Dashboard provides a comparison reporting system for districts and campuses based on 2014 performance index results of the fully-implemented state accountability rating system.  Public release of dashboard reports has been changed from Friday, December 19 to Tuesday, January 13.  Initial release meets the following statutory requirements of TEC § Additional enhancements will be made in future releases.

11 Texas School Accountability Dashboard Statutory Requirements of TEC § (a) The agency shall develop and maintain an Internet website, separate from the agency's Internet website, to be known as the Texas School Accountability Dashboard for the public to access school district and campus accountability information. (b) The commissioner shall adopt, for use on the Texas School Accountability Dashboard, a performance index in each of the following areas: (1) student achievement; (2) student progress; (3) closing performance gaps; and (4) postsecondary readiness. (c) The Texas School Accountability Dashboard developed under Subsection (a) must include: (1) performance information for each school district and campus in areas specified by Subsection (b) and must allow for comparison between districts and campuses in each of the areas; (continued)

12 Statutory Requirements in TEC § (continued) (2) a comparison of the number of students enrolled in each school district, including: (A) the percentage of students of limited English proficiency, as defined by Section ; (B) the percentage of students who are unschooled asylees or refugees, as defined by Section (a-1); (C) the percentage of students who are educationally disadvantaged; and (D) the percentage of students with disabilities; (3) a comparison of performance information for each district and campus disaggregated by race, ethnicity, and populations served by special programs, including special education, bilingual education, and special language programs; and (4) a comparison of performance information by subject area. 13 Texas School Accountability Dashboard  Individual dashboard reports can be generated for any district or campus in the state. OR  Dashboard reports can provide side-by-side comparisons for any two districts or campuses in the state selected by the user. 16 Public Education Grant (PEG) Program  A statutorily mandated program of school choice (TEC Ch. 29, Subchapter G,§ §29.205) was not affected by changes made by the Texas Legislature in HB 3 in  Partially aligned with accountability ratings, but not fully aligned with the state system.  Districts with campuses on PEG list will be notified via TEASE Accountability in mid-December  Statute requires districts to notify parents of the list by February 1, 2015.

Accountability Development Topics Related to House Bill 5  Beginning in the school year, HB 5 (2013) requires TEA to assign ratings of: o A, B, C, D, or F to districts, and o exemplary, recognized, acceptable, or unacceptable to campuses.

24 Advisory Committees  The Accountability Technical Advisory Committee will meet in early December to develop recommendations to commissioner for accountability ratings criteria and performance index targets for  Accountability development materials from the ATAC meeting will be posted online in mid-December.  Spring 2015 – Commissioner announces accountability ratings criteria and final targets for 2015.

26 State Accountability System Safeguards  Systems safeguards are designed to evaluate the disaggregated performance results of the state accountability system to ensure that poor performance in one area or one student group is not masked in the performance index.  Performance rates for system safeguards are calculated from the assessment results used to calculate performance rates in Index 1.  Targets for the disaggregated results are: o STAAR performance target corresponds to Index 1 (TBD); o STAAR participation target required by federal accountability (95%); o Federal graduation rate targets and improvement calculations for 4-year rate (83%) and 5-year rate (88%); and o Federal limit on use of alternate assessments (1% only).

27 State Accountability System Safeguards  Participation Rates differ from prior federal accountability participation rate criteria: o For end of course (EOC) tests, the best test for each course within a subject is selected first then counted in participation; o Multiple EOC tests within a subject are included multiple times; o Test score code “O” are considered non-participants; and o Students tested and scored on TELPAS are credited as participants for Reading only.  Performance rates for system safeguards are calculated from the assessment results used to calculate performance rates in Index 1.  2015 targets for the state accountability system safeguard disaggregated results will be finalized in spring 2015.
