I: INTRODUCTION The Vice President’s Office (VPO) is vested with two core functions (i) Strengthening the Union of the United Republic of Tanzania and (ii) Enforcing Environment Management Act (EMA of 2004 and its regulations, as well as monitoring implementation of the Environmental Management Policy of 1997 The VPO Budget is based on the Medium Term Expenditure Framework focusing on the implementation of its core functions mentioned above 3

The Office is implementing a Five Year Strategic Plan (SP) (2011/2012 – 2015/2016), The SP is focused on the National Five Years Development Plan 2011/ /16 with priorities mentioned in the National Development Vision 2025, National Strategy for Growth and Reduction of Poverty (NSGRP II), For the past five years the DoE and NEMC have suffered Budgetary constraints. 4

Concluding Remarks Generally budget limitation has for the past years been decreasing and therefore greatly affecting the performance of the Office particularly the Department and NEMC in safeguarding the Environment in the country We appreciate the support provided by Development Partners for your contribution and support to protect the environment and promotion of sustainable Development Your support is still highly needed now because the budget allocation from Ministry of Finance is insufficient to address the environmental challenges facing the country 10
