Variations Internet usage growing for all, but gaps are getting broader Geography (North-South, Metropolitan-Urban- Rural) Gender, age and house-person-status Employed - unemployed High and low income High and low education Degree and nature of disability Ethnic group, linguistic minorities and refugees

Why not Usage ? Awareness of opportunities and importance missing. Lack of training and know-how Access: Unavailable and unaffordable Sheer resistance : no interest, don’t want to. About 25 % of the EU population seems not ready to access the Internet

Terminology ERA, European Research Area (Overall Strategy) eEurope 2005 and eLearning (Initiatives/Action plans) FP6, Framework Programme for Research, Technological Development and Demonstration –Specific Programme (What) : “Integrating and Focussing the European Research Area” Priority 2 : IST, Information Society Technologies –Technology Enhanced Learning (eLearning) –Rules for participation (Who and how)

The IST thematic priority will contribute directly to realising European policies for the knowledge society as agreed at the Lisbon Council of 2000, the Stockholm Council of 2001, the Seville Council of 2002, and reflected in the e-Europe Action Plan. FP6 : Contributions IST Programme in the 6th FP

The objectives of IST in FP6 are to ensure European leadership in the generic and applied technologies at the heart of the knowledge economy. It aims to increase innovation and competitiveness in European businesses and industry and to contribute to greater benefits for all European citizens. Objectives IST Programme in the 6th FP

The focus of IST in FP6 is on the future generation of technologies in which computers and networks will be integrated into the everyday environment, rendering accessible a multitude of services and applications through easy-to-use human interfaces. This vision of "ambient intelligence" places the user, the individual, at the centre of future developments for an inclusive knowledge-based society for all. Focus IST Programme in the 6th FP

Developing the core technologies Minituarisation and minimising cost and power consumption Develop mobile, wireless, optical and broadband communication infrastructure as well as software and computing technologies Develop user-friendly interfaces, that are intuitive and can interpret all senses. Coverage 1 IST Programme in the 6th FP

Building innovative applications and solving complex problems Solving Trust and Confidence Problems Addressing the societal challenges such as health, inclusion, transport, risk management, environment, learning and cultural heritage, and providing work and business solutions (governments, large and small businesses, mobile commerce and business and e-work processes) Developing the tools and applications of knowledge and computing GRIDs for complex problem solving in science, society, industry and businesses Coverage 2 IST Programme in the 6th FP

Nowhere and everywhere ! Work programme Intelligent Environments for Health and Management of well being Interfaces that can interpret all our senses eInclusion Technology Enhanced Learning Where ? SNE in IST Programme (FP6)

Start as “Delta Programme” in 1988 Telematics of General Interest (FP3, ET) Telematics Application Programme (TAP-ET, FP4)(Edu-MM Taskforce) IST - Multimedia Applications in Education and Training (FP5) Ballast: Networks, results and projects History/Ballast Technology Enhanced Learning

The objective is to develop open systems and services to improve the efficiency and cost-effectiveness of learning, facilitating transfer and sharing of knowledge and skills, and extending access to new learning opportunities, independent of time, place and pace. Objectives in WP Technology Enhanced Learning (FP6)

They (the developed systems and services) will lower technological barriers in the learning path, and offer new levels of collaborative, experiential and ubiquitous learning, supported with appropriate organisational and business models. Addressed are the learning/teaching needs of educational institutions, of companies and organisations, and the lifelong learning needs of individuals Objectives in WP Technology Enhanced Learning

- To develop tools and environments for learning resource management, embedding cognitive-based learner identification and profiling, knowledge modelling, adaptivity to learning needs, support to evaluation and assessment; and new forms of authoring and distribution of re-usable, multilingual learning objects. Specific research objectives 1 Technology Enhanced Learning

- To develop next generation e-learning systems and services enabling ubiquitous, experiential and contextualised learning. Research encompasses seamless access to learning facilities, enhanced with virtual and augmented reality, and simulation, e.g. for virtual classroom and campuses, virtual coaching and training, over broadband and mobile communication networks, including wearable and dedicated learning appliances. Specific research objectives 2 Technology Enhanced Learning

- To develop technologies enabling virtual collaborative learning communities exploring new paradigms ranging from self-learning to social learning, including peer interaction, reciprocal teaching, collaborative knowledge creation and communities of practice Specific research objectives 3 Technology Enhanced Learning

Integrated Projects will cover all relevant facets of the research, including technology, pedagogy, cognitive and organisational issues. Networks of Excellence are expected to contribute to experimental, longer-term research on new e-learning systems and paradigms, enhancing human learning and cognitive processes. All instruments, including Specific Targeted Research Projects, will play a role in promoting best practice, take up and dissemination Instruments Technology Enhanced Learning

FP6~17 Billion Euro IST Programme~3,6 Billion Euro Technology Enhanced Learning ? (160 Meuro) First call for proposals : December 2002 Funding Technology Enhanced Learning

What do we have ? EU/national policy, strategy, and initiatives A large proportion of EU population that can benefit from (further) use of ICT EU has organisations(industry-institutes) that are capable of developing and delivering services and systems EU has infrastructure (stability-technology) EU has lots of experience and know-how Global competition and opportunities A motivated and well-informed population

What do we have to do? Believing that learning is a central and extremely important usage of ICT technology we need to develop and deliver: easy-to-use (supportive), affordable, individualised learning services with access from everywhere. Diverse assistive technologies/services need to be developed and implemented.

How do we do that (1)? Combine and co-ordinate regional, national and EU level research and technological development and demonstration initiatives (development). Private-public-partnership (development and delivery) Strengthen international co-operation in research and development Support to relevant NGOs

How do we do that (2)? The potential market is there Technology is becoming (more) affordable Economy of scale in development and delivery can be reached when we combine forces, »but We have to believe in it to make it happen (political will).
