Parking and Transportation Technical Advisory Subcommittee Update April 21, 2010

Charge The Parking and Transportation Technical Advisory Subcommittee has been charged with recommending strategies and policies for improving vehicular and pedestrian circulation as changes to the campus are implemented. The committee is also developing strategies for incorporating multi- modal transportation alternatives into the design of the campus.

Work to date Over the past year, the subcommittee has covered a wide number of issues related to its charge while identifying others for the master planning team to explore and address. In addition, the subcommittee has provided feedback on the Howard/Stein Hudson transportation report (a campus master plan study). In between subcommittee meetings, members have also been working in smaller subgroups to focus on a variety of parking and transportation topics. These subgroups include: On campus circulation Alternative modes of transportation Sustainability Incentives/disincentives for using alternative transportation Customer service

On Campus Circulation The On Campus Circulation subgroup is focusing its attention on the following topics: Vehicular circulation Non-motorized circulation (bicycles) Pedestrian circulation Graphics and Signage Lighting Traffic calming techniques Training, operation, and maintenance programs

Alternative Modes of Transportation The Alternative Modes of Transportation subgroup is focusing its attention on strategies to reduce single occupancy vehicle commuting to campus, including: Shuttle busses Commuter rail and subway Van/car pools Off site parking Water transportation Zip Car Bicycles

Sustainability Sustainability is a guiding principle of the campus master plan. All of the subgroups have explored topics that promote and encourage sustainability. The sustainability subgroup is focusing its attention on sustainable transportation options and is also collecting best practices and benchmark research on sustainable design and clean transportation policies. As its work develops, the subgroup may collaborate with the Architectural and Landscape Technical Advisory Subcommittee.

Incentives/Disincentives for Using Alternative Modes of Transportation The Incentives/Disincentives for Using Alternative Modes of Transportation has been exploring various transportation demand management strategies, including: Cost (parking programs, diversified parking fees, subsidized public and private transportation) Convenience (bicycle facilities, pedestrian pathways, circulation, Zip Cars, ridesharing, workplace policies, and Public Transportation factors such as schedule, accessibility, and the shuttle bus) Environmental factors (Sustainability, President’s Climate Commitment, Executive Order 484)

Customer Service The Customer Service subgroup is exploring the topics of customer expectations, communication, marketing, and campus outreach. This spring, the subcommittee is focusing its attention on campus outreach. It is hosting two focus groups open to students, faculty, and staff. The subcommittee will also be reviewing data from parking and transportation surveys issued to the campus community by the Department of Environmental Protection.

Next steps The subcommittee is continuing to conduct additional research (including market research and benchmarking information from other institutions). Shortly, the subcommittee will review all research and feedback collected and submitted to date and will include its recommendations in a final report to be submitted to the Master Plan Steering Committee this summer (Summer 2010).
