Marine Core Service MY OCEAN WP18.3 – Assessment and Users Requirements for “Marine Safety” Task : Assessment and requirements for “Marine Safety” by National Users

Marine Core Service MY OCEAN Marine Core Service Objectives of WP 18.3 related to Task a) To provide structured assessment of the MCS products by existing mature National Services in the field of “Marine Safety” and provide feedback to producing units (MFCs and TACs) b) Interact with and receive feedback from EMSA, i.e. the major European User in this area Based on (a) and (b), update the User Requirement Document (URD) for “Marine Safety”.

Marine Core Service MY OCEAN Marine Core Service MCS and MDS From GMES MCS Implementation Group report by P.Ryder & al

Marine Core Service MY OCEAN Marine Core Service Partnership in Task Assessment and Requirements for “Marine Safety” by National Users OC-UCY IOLR UMT.IOI.POU CSI-IMEDEA CNR MF NIB-MBS SYKE FMI MetNo DFO In WP18.3.1, 11 partners, 10 are involved in oil spill forecasting and 2 in ice service.

Marine Core Service MY OCEAN Marine Core Service Task : Assessment and Requirements for “Marine Safety” by National Users - Task leader: OC-UCY The MyOcean products will be used in the following national systems / services by the respective 11 operators : SYKE (FI): Oil spill combat in Finish waters CSIC-IMEDEA (ES): Oil drift forecasting in Spain OC-UCY (CY): Oil and object drift forecasting in Cyprus/Levantine IOLR (IL): Oil and object drift forecasting in Israel UMT.IOI.POU (MA): Oil drift forecasting in Malta CNR (IT): Oil drift forecasting in the Central Mediterranean Sea NIB-MBS (SL): Oil drift forecasting in Slovenia MF (FR): Oil drift forecasting in Global and IBI MetNo (NO): Oil and Sea Ice drift forecasting in Arctic/ N.Atlantic DFO (CA): Oil drift forecasting in Canada FMI (FI): Sea ice service for Baltic Each of the user/national service will sign an SLA committing to use and upgrade its systems with MCS. The assessment will follow the procedure defined in subtask 18.1 and will include recommendations to the MFS and TAC for improvement of their products and services.

Marine Core Service MY OCEAN Marine Core Service Task deliverables D : Assessment report for the use of MyOcean products of “Marine Safety” including recommendation to relevant MFCs and TACs (T0+12, T0+24)

Marine Core Service MY OCEAN Marine Core Service Task applications OC-UCY: Provide operational short oil spill forecasting and backtracking predictions with MEDSLIK model in the Levantine Basin, using EMSA CSN images, EMSA warning reports or upon request from REMPEC or the Cyprus DMS. Benefit: Contribute to the implementation of the EU directive 2005/35

Marine Core Service MY OCEAN Marine Core Service IOLR contribution n Operate the MEDSLIK for oil spill and drift objects forecast and backtracking predictions offshore Israel. Benefit: Provide a web interface for Israel Ministry of Environmental Protection for remote activation

Marine Core Service MY OCEAN Marine Core Service Task applications IOI-UOM: Oil spill forecasts for the Maltese Shelf and Coastal Area using MEDSLIK Benefit: Armed Forces of Malta Malta Maritime Authority (MMA) Malta Marine Pilots Coop. Society Ltd Malta Oil Tanking Ltd. Civil Protection Department Malta Environment and Planning Authority

Marine Core Service MY OCEAN Marine Core Service Task applications IAMC CNR ORISTANO : Operate the MEDSLIK for short term oil spill forecast and backtracking predictions in the Sicily Strait using the SCRM3230) produce risk map analyses in the area of responsibility BENEFITS: Italian Governmental agencies active on the environment, local CUGs

Marine Core Service MY OCEAN Marine Core Service Task applications NIB-MBS The service provided by NIB: “Oil drift forecasting in Slovenia”. a)MEDSLIK oil spill model, coupled with circulation: NAPOM Benefit: The Faculty of Maritime Studies and Transport, Piran, Slovenia (maintains the Integrated Oil Pollution Surveillance and Identification System for the Slovenian Sea)

Marine Core Service MY OCEAN Marine Core Service Task applications SYKE : Planning for resource allocation of oil spill combating tasks Exercises and training for combating operations Active oil spill combating operations Post-event analysis of oil spill combating exercises and operations

Marine Core Service MY OCEAN Marine Core Service Task applications Met.no : n Oil spill drift predictions n Regional sea ice predictions n Area of responsibility: Arctic and North Atlantic

Marine Core Service MY OCEAN Marine Core Service Finnish Meteorological Institute (FMI) Sea ice service Assessment of products relevant to Baltic, especially in sea ice to improve ice information and ice forecasts. In the Baltic Sea the marine transport is about 0.9 B tonnes, an increase of 30% in 10 years and 40% during ice season. FMI is a link between MyOcean and end users FMI has a very good connection to main end users in the Baltic Sea maritime transport, eg. Nat. Maritime Administrations, BIM, EIS, IICWG, WMO/IOC-ETSI Benefits: maritime transport during ice season with better sea ice information and forecasts

Marine Core Service MY OCEAN Marine Core Service Requirements Oil spill models daily forecasting products for at least 5 days : Daily to hourly surface to bottom 3D fields of sea currents, temperature, Winds waves. NetCDF, FTP connection Sea ice service Ice cover observations and forecasts
