UPPCC Recertification Process Certified Professional Public Buyer (CPPB) Certified Public Procurement Officer (CPPO) This presentation is the unofficial version on the CPPO and/or CPPB recertification process. Presented by NAME HERE

When do you recertify? Recertification period: Every 5 years from the effective date printed on the individual’s certificate For example: Certificate expiration date of October 2015 The recertification requirements must be earned during the five years prior to the certificate expiration date. In the example, the requirements would be earned between October 2010 and October 2015.

When do you recertify? When you recertify early, your certificate will be updated to show a new expiration date that is five additional years from the current expiration date. In the October 2015 example, the new certificate expiration date would be October 2020. You may submit the recertification application and supporting documentation as soon as you have met all the recertification requirements. Upon approval of a dual recertification, the two expiration dates (CPPB and CPPO) will be consolidated. The closest expiration date will serve as the revised expiration date.

When do you recertify? Lapsed status requirements Refers to the period of time immediately following the expiration date of the current certificate and ending one year following that date. Still eligible to recertify Additional contact hours (10 more) and fees are required See the Application, Section III for requirements

When do you recertify? Once the one year lapsed status has ended, individual certification is officially expired Once lapsed, must start the process over to earn a new certificate number If you start the process over, you must requalify under current eligibility – because requirements have changed, you may not be able requalify Continued use of the CPPO and/or CPPB credential(s) after expiration is misrepresentation

Application Section III: Requirements Part A Continuing Education-Accredited Part B Continuing Education-Non-Accredited Part C Professional Contributions Part D Summary of Contact Hours Current CPPO and CPPBs and Dual Certification status are required to earn a minimum of 45 qualifying contact hours in a minimum of 2 of the 3 possible categories (A, B, or C) Lapsed status are required to earn a minimum of 55 qualifying contact hours in a minimum of 2 of the 3 possible categories (A, B, or C)

Application: Section III, Part A Continuing Education-Accredited Procurement –related coursework at the formal education level Seminars, courses, training events (accredited by a 3rd party such as International Assoc. for Cont. Educ. and Training) Documentation is required Official, sealed transcript Completion certificate

Application: Section III, Part A Continuing Education-Accredited Description of the course content and its relation to the current certification Body of Knowledge See the tips for a list of possible words in the title of an applicable class Calculation: 1 credit hour earned x 8 = equivalent contact hours earned OR Each CEU hour earned for other accredited cont. educ. may be x 10 = equivalent contact hours earned (ONLY IF contact hours are not already reflected on the transcript or completion certificate issued by the provider of the continuing education) See the application for more detail

Application: Section III, Part B Continuing Education-Non-Accredited Attending procurement –related conferences, meetings, events, etc. Included Speaker, Instructor, Trainer, Facilitator, Moderator Excluded Networking, tradeshows, entertainment, and social events Applies to stand alone events as well as those that are part of a larger event such as the annual NIGP Forum & Products Exposition Documentation is not required May be requested by UPPCC staff Applicant should be prepared to provide documentation.

Application: Section III, Part B Continuing Education-Non-Accredited Description of the course content and its relation to the current certification Body of Knowledge Calculation: 1 clock hour of education, including partial hours = equivalent contact hours earned. For example, 1.5 hrs = 1.5 contact hrs Not to exceed 8 hours in a day See the application for more detail

Application: Section III, Part C Professional Contributions Direct professional contributions Examples include: Board member or officer, task force, developing a course, teaching/speaking, earning an award, authoring a book/article/book chapter Calculation Varies. See the application for the contact hour values If you teach two classes, you may count each class for 1 contact hour each. Not to exceed 20 contact hours in Part C See the application for more detail

Application: Cost Q: What are the current fees? A: The fees vary. A reduced rate is available to national members of either NASPO or NIGP. Q: What forms of payment are accepted? A: Money order, Visa, MasterCard, American Express, or purchase order.

Documentation and tips Q: Is it recommended that applicants submit more contact hours than what is required “just in case”? A: You may, but it is not necessary. Q: Does the college transcript need to be sealed when it is sent to UPPCC? A: Yes Q: Can I use my NIGP transcript for documentation? A: Yes. NIGP members may submit copies of their member profiles or NIGP transcripts as documentation for NIGP national training/education. Q: Is online training acceptable? (Part B Continuing Education Non-Accredited category) A: Yes. Obtain a completion certificate, not the registration e-mail for your documentation.

Documentation and tips Q: Do I need to wait to submit my recertification? A: As soon as you have the qualifying contact hours, you may submit the application and supporting documentation. A delay could occur if there is an incomplete application or questions regarding the application. Early recertification will not alter the renewal period for subsequent recertification. For example: due to recertify October 2015, but files for early recertification December 2014. Any contact hours between December 2014 and October 2015 would not be counted toward the next recertification cycle after October 2015. Q: What does UPPCC recommend not to send in? A: UPPCC does not need or want extra pieces of paper, as it takes longer to review. Also, a PowerPoint is not needed. No e-mail or fax applications.

Documentation and tips Q: Can I apply for recertification if I am retired or working in a non-procurement capacity (private or public sector)? A: Yes. Use the same process. There is no employment requirement for recertification. Q: What has changed from the prior recertification requirements? A: The membership category has been removed. There is more of a focus on education and contributions. Q: Is there a minimal grade requirement for college-credit classes? A: Yes. A “C” or better is required or a “Pass” or “Complete” for credit only classes.

Documentation and tips Q: Do I need to have contact hours in every category? A: No. Just two of the three categories are required. Q: Are there volunteer opportunities that may provide contact hours? A: Yes, see http://www.uppcc.org/current-certificants/volunteer.aspx. Other professional procurement organizations such as NASPO or NIGP may have volunteer opportunities announced on their websites. Q: How long does the application review take? A: The time varies. Usually, a few weeks is a good estimate.
