MISSION: EMPOWERING WAR VICTIM (EWV) IS A NON- GOVERNMENTAL, NON-RELIGIOUS, NON-MILITARY AND NON-PROFITABLE ORGANIZATION BASED IN THE UNITED STATES. THE EWV PROJECTS ARE AIMED AT ASSISTING, SUPPORTING AND EMPOWERING DISABLED SECURITY FORCES AND FAMILIES OF DECEASED GOVERNMENT SECURITY FORCES IN POST-CONFLICT AND IN-CONFLICT COUNTRIES. THE EWV THRIVES TO REDUCE DEPENDENCY AND INDIRECTLY ENCOURAGE SECURITY FORCES RECRUITMENT, RULE OF LAW, FIGHT AGAINST DRUG AND HUMAN TRAFFICKING AND ENSURE BETTER SECURITY. Empowering War Victims

Background Information Annual US expenditure exceeds $110 billion in its military operations in Afghanistan It is planned to transfer the overall security responsibility of the country to the indigenous forces by It is also planned to increase the number of Afghan army forces to 240,000 and police to 160,000. Working in Afghan security entities has been described as the most dangerous job in the world the attrition rate resulted from high casualties, low salaries and lack incentives - estimated attrition rate at 27 per cent a year

Objective Empowering disabled security forces and their families through vocational training. Security forces and their families are the first victims of the war against terror, so they need special attention. By empowering these security forces and their families we encourage recruitment for Afghan government security entities that would eventually help rule of law, fight against narcotics, and the global war against terrorism.

Organization EWV is a transnational non-governmental organization with its main office based in Syracuse, New York. Country office in Afghan capital Kabul and four regional offices in Nangarhar, Balkh, Herat and Kandahar

Marketing and Operation There is no other competitor with this target EWV assists the disabled former security forces, their families and the families of the deceased in four fields: 1- Vocational training: offers courses on basic literacy, wielding/carpentry and tailoring. 2- Manufacturing companies: our companies produce the following products. A - Vegetable and fruit packing line B - Uniform for Security forces C - Making furniture 3 - EWV would provide micro finance loans for those who wish to start their own business. 4 - EWV also provides monthly aid packages for the families of those disabled and deceased security forces who are unable to work.

Budget Outline Annual personal costs – salaries of the personal in the US and in 5 offices across Afghanistan. Total estimated cost - $1,091,000 Annual operational costs a) renting, vocational training, vehicles, office equipment –$4,458,000 b) Total factory costs – $1,022,500 c) Micro-financing - $500,000 d) Food assistance - $500,000 e) Annual workers’ salaries - $1,125,000 (overall 2,500 workers) Total costs: $7,157,000

Recruitment In order to empower locals and ensure cost- effectiveness, EWV's policy is to rely on locals as its human resources. While initially international experts would be employed to lead technical sections and would be hired on yearly contracts for the first year, locals would be enabled to take the leading roles in the organization in the next four years.

Duration of project and fund allocation The program will last for five years with budget estimated for the first year. While EWV needs more than 6 million dollars of funding for the first year, the dependency on grant would gradually decrease over the course of five years and by the end of the fifth year the Afghan program is expected to carry out its activities through its manufacturing companies.

Concluding Statement By empowering the most vulnerable group in post- conflict and in-conflict societies and enabling governments to ensure rule of law, boost recruitment for their security entities, fight human and illicit drug trafficking and finally providing better security for their citizens, EWV is certain that it could have positive impact in the above fields. EWV is committed to carrying out its task in the best possible ways and ensuring that the money is spent in the most transparent way and would be accountable to both the donor countries and states, where our projects are implemented.
