2 1. Bilateral Agreements To establish collaborative relations and projects of mutual interest with foreign governments or important organizations, Taiwan has signed 7 bilateral agreements with foreign governments and with important organizations within the last two years.

4 2.Bilateral Conferences on Higher Education The goals of bilateral conferences: To enhance the quality and to accelerate the internationalization of higher education of the two countries To further the promotion of mutual understanding and cooperation within the field of education

5 Countries hosting Bilateral Conferences on Higher Education with Taiwan Australia-Taiwan Conference on Higher Education Canada-Taiwan Conference on Higher Education Southeast Asia: 2006 Presidents Forum of Southeast Asia Universities is to be held in Taiwan.

6 3.Assist Local Colleges and Universities to Enter into Cooperation with Foreign Academic Institutions There has been a total of 2,226 academic exchange agreements between institutions of higher learning with Taiwan and foreign countries since 1999.

7 Academic Exchange Agreements with Foreign Countries Total: 2,226

8 Grant Programs Taiwan Studies – Faculty Research Award Program: To encourage distinguished foreign scholars to conduct research in Taiwan for up to 3 weeks. This program will provide each scholar with a economy class round trip air ticket and a daily living allowance.

9 2. Taiwan Scholarship Program: To encourage promising foreign students to pursue degree studies in Taiwan. This program is jointly funded by MOE, MOFA, NSC,MOEA beginning in For the coming academic year ( ), 512 new and 585 renewed scholarships have been announced to award to over 86 countries.

10 3. MOE Mandarin Enrichment Scholarship Program: To encourage international students to enhance their Mandarin language skills in Taiwan for up to 12 months, and to promote educational and academic exchange. 270 scholarships have been announced and will be awarded to 35 countries for 2006.

13 Possible Cooperation Models

14 1.Teaching/Learning of Chinese as a Second Language (3 Programs) 1. Dispatching qualified teachers to teach Chinese at foreign universities and high schools 2. Short-Term Professional Development in Taiwan for Non-native Chinese Teachers from foreign countries

15 3. Summer Mandarin Language Institute: MOE will be glad to hold this program for college students from foreign countries. We welcome colleges to organize a group of fifteen youth to study Mandarin in Taiwan for a period of 6-8 weeks. The MOE will provide US$5,000 to subsidize the Summer Mandarin Language Institute.

16 2. Study in Taiwan 1. Promoting Study in Taiwan help to promote opportunities for studying in Taiwan. consider Taiwan for their study abroad programs. establish joint degree programs with Taiwan’s universities.

17 2. Taiwan Scholarship Program and MOE Mandarin Enrichment Scholarship Program: Foreign institutions can assist in the selection of scholarship recipients. To further the cooperation, the MOE will be glad to discuss the number of the recipients for both the Taiwan Scholarship Program and the MOE Mandarin Enrichment Scholarship Program upon request.

18 3.Possible Grants for Taiwan To further improve the understanding/ exchange between our two countries: A.Grants awarding Taiwan’s scholars/students in order to conduct research in foreign countries. B.Publications helpful to the country-related research in Taiwan.

19 4.Creating Possibilities for a “Memorandum of Understanding” Taiwan has developed close economic and educational ties with Indonesia over the past years. We would like to explore the possibilities for signing agreements with foreign governments and/or important organizations.
