IMO Goal Based Standards for New Ship Construction Roberto P. Cazzulo RINA Member of IACS Council Former IACS EG GBS Chairman

Development of IMO GBS IMO GBS CG (Chaired by J. Lantz – USCG) – Prescriptive Approach for Bulk Carriers and Oil Tankers IMO SLA CG (Chaired by Germany & Sweden) – Safety Level Approach [Reports submitted to MSC 82]

GBS for bulk carriers and oil tankers Tier I - GOALS Tier II – FUNCTIONAL REQUIREMENTS Tier III – VERIFICATION FRAMEWORK – Information and documentation requirements – Verification procedures – Verification guidelines – Group of Experts – Pilot project [Ref. IMO GBS CG]

Tier III Verification requirements

Tier III.5 Protection against corrosion Determination of the criteria used to develop as built minimum acceptable gross scantlings in order that the ship structure scantlings do not normally fall below the net scantlings, including:.1 corrosion rates, based on ship type, location, cargo, loading, statistical data, etc..2 corrosion control measures GUIDANCE : Almost all widely accepted studies show lifetime averages of minimum about 0.20 mm/year for coated ballast tanks, minimum 0.25 mm per year for dry cargo holds, based on normal/prudent maintenance. [Ref. IMO GBS CG]

Tier II.2 Environmental conditions Ships should be designed in accordance with North Atlantic environmental conditions and relevant long-term sea state scatter diagrams GUIDANCE : It should include the effect of steep waves, i.e. assess the possibility that the ship might encounter a very steep (rogue) wave. [Ref. IMO GBS CG]

Tier III Group of Experts The Group of Experts should be: – selected by the IMO Secretary General, under the auspices of MSC – knowledgeable of the GBS and classification society rules – without any conflict of interest relating to the rules being verified The Group may establish consultants to assist in completing the verification The Group will address questions to the classification society of the rules subject to verification [Ref. IMO GBS CG]

Tier III Pilot Study Objective Determine whether Tier III documentation and information requirements, and relevant verification guidelines, are suitable Focus A subset of the IACS CSR for BC or OT Timing As soon as draft Tier III has been completed Participation Interested Parties (including IACS) [Ref. IMO GBS CG]

IMO GBS Safety Level Approach Collect information on the current safety level of ship Examine draft Tiers I and II, and identify any changes necessary to adapt them to the safety level approach Develop a long-term work plan for the development of the GBS based on the safety level approach [Ref. IMO SLA CG]
