People are said to be living in poverty if their income and resources are so inadequate as to preclude them from having a standard of living considered acceptable in the society in which they live. Because of their poverty they may experience multiple disadvantages through unemployment, low income, poor housing, inadequate health care and barriers to lifelong learning, culture, sport and recreation. They are often excluded and marginalised from participating in activities (economic, social and cultural) that are the norm for other people and their access to fundamental rights may be restricted”. The Declaration and Plaform for Action IV- UN Conference on Women in 1995 The phenomenon of poverty tends to be defined precisely as a significant loss of citizenship rights. It is clear that inequality between men and women presence in relation to different factors, including the position they occupy in the labour market, wage differences, a greater presence of women in precarious contracts, disruptions due to professional assistance family and domestic work, insufficient reforms, economic power and political life.

The EU Commission has put the reduction of poverty at the heart of its economic, employment and social agenda – The Europe 2020 Strategy. The Heads of State and Government reached political agreement on a common target to lift at least 20 million people pout of poverty and social exclusion in the next decade. The flagship initiative of the Plataform against Poverty forms na integral part of the strategy, which will underpin the contribution of Member States to tackling poverty and social exclusion in National Reform Programmes. The Platform is one of the seven flagship initiatives for action in the Europe 2020 Strategy which has three priorities aimed at delivering high levels of employment, productivity and social cohesion: Smart growh Sustainable growth Inclusive growth THE EUROPEAN PLATFORM AGAINST POVERTY AND SOCIAL EXCLUSION The Platform aims at creating a joint commitment among the Member States, European Institutions and the stakeholders to fight poverty and social exclusion by setting out a “dynamic framework for action” for social and territorial cohesion to ensure that jobs, growth and social inclusion are shared more equally across the E.U.

Recommendations in three areas:  The Poverty Apex: An end to extreme poverty and a strong start on extending prosperity to the majority of the world’s people are not now achievable. The hallmarks of this campaign should be sustained economic growth that is inclusive and more equitable; more and better jobs; and access to credit and entrepreneurship opportunities, especially among the poor. Recommendations in three areas:  The Resource Triad: The resource triad of water and sanitation, energy and climate, and agriculture and food bring together the three pillars of sustainable development. Recommendations in three areas:  Enabling Environment: Good Governance and respect for human rights, settings of peace and stability, and more modern and greener digital and physical infrastructure are enabling factors important enough to be elevated to worldwide goals. RECOMMENDATIONS FOR THE BERLIN DECLARATION Promoting democratic and good economic governance and trasnsparency policy-making in countries; Capacity of women to acess rights and decent work conditions; Identify the main causes of poverty and design and rank policies and actions the address these causas; Integrate the poor into decision-making process political;

RECOMMENDATIONS FOR THE BERLIN DECLARATION Promote local economic development incluinding microfinance and business advice services; Implementation mainstreaming gender into policy and cooperation among governments, civil society, enterprises and another stakholders. Together can reduce gender differences in access to basic services, to ecomonic opportunities and to labour markets, to political participation and to knowledge and techonology.
