There are numerous – almost endless – policy fora that Members can utilise to put displacement on the humanitarian and development agenda and influence upcoming policy debates. Several initiatives, groups, and policy fora have been identified as highly influential, and the following suggestions are considered to be amongst the highest priority entry points for influencing policy. ORGANISATION FOR ECONOMIC COOPERATION AND DEVELOPMENT, OECD out/ ENTRY POINTS THE DEVELOPMENT ASSISTANCE COMMITTEE, OECD-DAC OECD DAC is the forum for the world's main donors and other relevant groups define and standards in key areas of development. Through inclusive partnerships, OECD DAC works to improve the lives of people in the developing world by understanding development finance; strengthening aid delivery; improving development policy; and building partnerships for development. THE DEVELOPMENT ASSISTANCE COMMITTEE, OECD-DAC International Network on Conflict and Fragility (INCAF) INCAF is a subsidiary body of the OECD Development Assistance Committee (OECD-DAC) and works on policy and programming to assist development partners, international organisations and partner countries to respond to conflict and fragility. INCAF facilitates coordination between these diverse stakeholders and provides a platform for shared experiences, including in the area of peacebuilding and statebuilding. TRIANGULAR COOPERATION FORA Triangular co-operation fora bring together the best of different actors - providers of development co-operation, partners in South- South co-operation and international organisations - to share knowledge and implement projects that support the common goal of reducing poverty and promoting development. These fora provide opportunities to feed into development discussion within the wide OECD spectrum and offer an opportunity contribute to, and influence the global development policy agenda. OTHER OECD DAC GLOBAL NETWROKS Various DAC networks host dialogues, carry out research, and support policy development on different issues: human rights and development; capacity development; governance; strengthening aid management; pro-poor growth; empowerment and poverty reduction. UN DEVELOPMENT COOPERATION FORUM, UN DCF Reviews trends in international development cooperation and facilitates coherence among the various development actors. It brings together decision makers from developing and developed countries, parliamentarians, civil society organizations, local government and private philanthropic organisations. The DCF sessions and events spur debate on national policies that have advanced development achievements. The UN DCF is convened every two years, and the Forum falls under ECOSOC. COMMISSION FOR SOCIAL DEVELOPMENT ECOSOC has several subsidiary bodies that discuss development policy on several different thematic areas that relate to the broad displacement agenda. ECOSOC has broad responsibility for some 70% of the human and financial resources of the entire UN system. The biggest gathering of ECOSOC is a month-long session held in July, rotating between Geneva and New York and covers five segments: high level; coordination; operational activities; humanitarian affairs; and general issues. ENTRY POINTS The Post-2015 Development Agenda refers to a process led by the United Nations (UN) that aims to help define the future global development framework that will succeed the UN Millennium Development Goals (MDGs), a set of eight global development targets which come to an end in UN SYSTEM TASK TEAM (ON THE POST-2015 AGENDA) The UN Task Team is a collaborative forum established by the UN Secretary General to support preparations for the post-2015 development agenda. It consists of more than sixty UN entities and international organisations and supports stakeholder consultations on the development agenda. The Task Team set up a working group on global partnership for development beyond 2015 which supports research and produces think- pieces on development to assist the consultations. Furthermore, the Task Team has hosted meetings of experts to support the advancement of the post-2015 development agenda. These are all areas that members of the DSE can engage in to support the integration of displacement into the post-2015 agenda THE WORLD WE WANT, E-CONSULTATIONS The World We Want is an initiative that has established e-consultations on eleven thematic areas and will gather the priorities that come out of these consultations and present them directly to the UN and World Leaders to help plan the next global development agenda. UN Country Teams are at the centre of this initiative and UNDP are significantly involved, acting as focal points in most of the countries involved in the initiative. BEYOND 2015 CAMPAIGN Beyond 2015 is a global civil society campaign, pushing for a strong and legitimate successor framework to the Millennium Development Goals. The campaign brings together more than 900 civil society organisations from small community based organisations, international NGOs, academics and trade unions. Several NGOs are also engaged in the Displacement Initiative Engagement Group (DSEG). The Beyond 2015 Campaign is influencing development actors to create a legitimate post framework based on consensus. The initiative also relates to the 'World We Want' consultations (see above) and hosts a calendar of upcoming events that can be joined to advocate for specific issues to be included on the agenda. ENTRY POINTS THE NEW DEAL The New Deal for Fragile States has been developed, and continues to evolve through a series of discussions that result in commitments from prominent actors involved in fragile states. The New Deal was the culmination of agreements which began with the Paris Declaration (2005) and evolved further at Accra (2008), Dili (2010), before being presented at the High Level Forum on Aid Effectiveness in Busan (2011). Various dialogue fora link, and influence, to the New Deal, and these fora provide an entry point to register displacement within global policy discussions related to the New Deal. ENTRY POINTS WORLD HUMANITARIAN SUMMIT The World Humanitarian Summit events will bring together humanitarian organizations, UN agencies, governments, businesses, academic institutions, and people affected by disasters and conflicts, to develop new solutions to humanitarian challenges. The summit will host nine global consultations on how the humanitarian world can deliver better results. This can also include how development and humanitarian work can reinforce each other rather than operating separately. The Summit can be a significant platform for influencing policy in the long-term.
