Improving Planning along the U.S. Land Borders Jill Hochman, FHWA Jim King, GSA Transportation Border Working Group Burlington, Vermont June 10, 2003

COORDINATION AT PORTS OF ENTRY   To facilitate sound planning at the borders it is essential to engage in a dialogue. – –Bringing together all of our various planning processes – –Yet respecting our different missions and the differences in our own processes for planning

COORDINATION AT PORTS OF ENTRY  FHWA-GSA co-sponsored Border Planning Conference  Agencies who work at the ports of entry or are involved in improvements there participated.  Large cross-section of participation from FHWA, GSA, the transportation community and the Federal Inspection Agencies.

FHWA-GSA Border Planning Conference Objectives  Learn more about each other’s planning processes.  Identify ways we can improve communication and collaboration.  Become aware of opportunities where we can work together, and  Actions we each personally need to do to make that happen

FHWA-GSA Border Planning Conference Breakout Group Recommendations in the Following Areas:  Communication  Planning and Coordination  Outreach and Education  Other/Miscellaneous

Top 10 Recommendations  Jointly develop strategic plan for the border.  Include States in Border Station Partnership Council.  Develop more flexible funding requirements for resource sharing and other purposes.  Create/implement consistent ITS border- wide architecture.  Identify points where processes can be coordinated.

Top 10 Cont’d  Establish/expedite joint NEPA process.  Develop formal agreements to coordinate project planning and implementation.  Establish communication structure that identify key positions in each agency.  Facilitate opportunities for communication among stakeholders.  Develop communication plan including a listing of projects, organizational charts and plans.
