2 Overview of Texas Freight Mobility Plan 2 The Freight Plan is TxDOT's first multimodal transportation plan that focuses on freight needs  Identifies freight transportation challenges and outlines policies needed to address them  Provides a vision for a safe, reliable, and efficient freight transportation system  Fulfills the recommendations of MAP-21 to address the freight transportation needs of Texas and the United States

3 3 Texas Freight Mobility Plan Development Process  A comprehensive freight plan development process:  Stakeholder outreach included: – Creating the Texas Freight Advisory Committee (TxFAC) in early 2013. – Conducting listening sessions state wide in summers of 2013 and 2014. – Hosting the Freight Leadership Summit in early 2014 – Engaging MPOs and TxDOT districts and divisions to ensure the freight plan aligned with their planning and project activities.

4 Freight Plan Developments Since April  Refinement of policy and program recommendations.  Project selection and prioritization with TxDOT districts and MPOs.  Texas Freight Advisory Committee (TxFAC) meeting held on July 16 at the Port of Corpus Christi. – Committee reviewed and made comments on: Freight Improvement Strategies (Chapter 11) Implementation Plan (Chapter 12) Executive Summary  Current activities: – Final edits to plan chapters – Preparation of stand alone executive summary 4

9 9 Project Recommendations The Freight Plan Multimodal recommendations include:  1,222 projects under development  $44.8 billion estimated cost

12 12 Implementation Plan  Multimodal Project Implementation – Plan will include a summary of the programs and projects, estimated costs (when available) and prioritization (high, medium and low) in appendixes.  Project Prioritization – Target objectives, actual implementation is dependent on available resources, competing transportation priorities, and changing needs around the state. – The Freight Plan will need to be updated regularly to adapt to these issues and adjust priorities as may be appropriate.

14 Freight Plan Implementation 14 Success will depend on coordination and collaboration between TxDOT and numerous public and private sector stakeholders and partners Many of the Freight Plan’s recommendations are the responsibility of other state and federal agencies and private sector
